국문 초록

임진난 이후 조선사회는 사회경제 전반에 커다란 구조적 변화가 있었는바, 여기서는 지방재정을 살펴보기로 한 것이다. 재정기구로는 6방의 이청조직과 장청조직, 향청조직이 있었다. 지방관청의 재정내역은 경사각아문 및 감 병영에 대한 상납분과 자체경비로 구분된다. 지방재정의 수입형태는 토지 수입, 호역수입, 신역수입, 환상모곡, 잡세 등으로 이루어졌다. 조선 후기의 지방재정은 심각한 재정난에 봉착하였다. 이의 원인은 사회경제적 변화에 따른 농민층의 몰락, 지방관 및 이서층에 의한 중간 수탈, 경직된 부세제도의 운영, 지방 조직규모의 확대에 따른 지출의 증대 등 때문이다. 이러한 문제를 해결하고자 지방재정의 변화는 조세제도의 개혁과 밀접한 관련을 갖게 되었다. 중앙으로부터 분리된 독자적인 경제기반을 갖고 음성적 중간수탈구조를 통하여 운영되던 지방재정을 해체함으로써 민의 조세부담을 절감하고 국가재정을 보충하는 형태로 되었다. 아울러 조제제도의 변화에는 결호전제도의 성립으로 단순화하고, 정액금납화됨에 따라 지방의 자의적인 수탈을 금지하고자 하였다. 그러나 봉건적 성격을 탈피하지 못한 아쉬움을 남겼다.

영문 초록

This thesis examined the management of local finance of later period of Chosun Dynasty. The shift of local finance at this period was evolved with the close relation with the developmental extent of social-economical fluctuation and goods-currency economy. Financial structure took on the complicated form, the subject of management was also diverse. The management form was maintained by the accounting principle as the economic unit that local finance was independent. Financial organization consists of organizations such as Leecheong, Jangcheong, Hangcheong, etc. The type of revenue of local finance was made up of that of land, labor, and miscellany. The financial state at this period was considerably vulnerable. The cause of this is attributable to the fluctuation of the collapse of farmer's class, the management of stiffened tax system, and the increase of expenditure due to the expansion of local organization, shortage of finance of central government. Lastly, limitation of this thesis lies in the fact that the problem of local finance is not studied in the context of interrelating with tax, state finance, local system etc.
