영문 초록

Recently, it is easier to register the patent or trademark right to various countries because of the Patent Coorperation Treaty and Madrid Protocol, and this registration system helps the people substantially who have intellectual property gain more money. In same context, we need to study the ways to handle this intellectual rights properly in two ways-the organization system and operation system to utilize, buy & sell, and lease. In the first place, we now should build the TLO in National Universities to administrate the service inventions. It will play an important role to earn more money by way of intermediating the service inventioners and customers. In the second place, we should establish the definition "service invention" to clear the right of possession. And we need to refund the money in ratio to promote the inventions. Additionally, it is also needed to amend the serveral codes and rules to achieve these goals.
