Turning the age of globalization and WTO, the volume and importance of international trade are increasing day by day. In such a tread, universities are emphasizing international trade and commerce education and the government and individual companies have to reinforce competitiveness in order to survive the new order of trade and commerce, and the foundational sources of competitiveness are competent persons and specialized manpower. In response to changing international environment, universities are concentrating their efforts to raise international trade experts, but because of the characteristic of international trade and commerce as a science, the department is on the verge of being abolished or merged into other department. In Japan as well, the boundary of trade and commerce has been blurred by the expansion of business administration and marketing, and the significant development of international business administration seems to pushing trade and commerce out to declination. What is more, as demand for college education is decreasing, universities came to have difficulties in their management. Thus they are active in merges and acquisitions and student-faculty exchange programs and considering renaming or reorganizing the department along with the reorganization of relevant divisions such as commerce, business division and economics. However, we should not ignore the importance of researches from the aspect of international business administration and international economics because they are complementary to international commerce and trade. Second, it is necessary to raise international trade experts in response to industrial demands. Thus, curriculums in the department of international trade and commerce should be switched from university(supplier)-oriented system to industry on the other hand, that and trade education may (consumer)-oriented one. Third, it is necessary to reinforce law education. considering the characteristics of international trade and commerce. In order to develop students' abilities to prevent and settle disputes in international trades, universities must strengthen basic theories focused on trade contracts and case studies based on judicial precedents. Fourth, it is necessary to intensify foreign language education and research on localities, which are immediately applicable in the field of international trade. Students must learn not only English but also the language and trading culture of specific regions and countries. For this purpose, foreign language subjects should be diversified in cooperation with art and literature departments, and foreigner professors should be employed in the department of international trade and commerce. Lastly, international trade and commerce must be taught in the department of international trade and c
