국문 초록

조직행위에 대한 연구는 초기 인간관계론자들의 관점을 거쳐 오늘날 상황론적 접근방법에 이르기까지 단계적 발전과 함께 수없이 이루어져 왔었다. 그럼에도 불구하고 Max Weber 이후 조직의 공식구조, 규범, 권한체계 등의 정립을 중심으로한 규범론적 접근방법(normative approach)이 주를 이룸으로써 조직의 실상에 대한 연구는 오히려 간과되어온 문제점을 안게 된 것이다. 본 연구의 목적은 Crozier 학파에 의해서 주도되어온 조직에 대한 전략적 권력관계분석(Strategic Power Analysis)론자들의 방법론적 특성을 분석하고, 실사례분석에 실시 적용한 연구를 통하여 앞으로 우리나라의 조직연구에 있어서도 설문위주의 통계분석에 의존된 방법의 극복과 함께 질적·전략적 분석방법론의 도입 필요성을 강조하는데 두었다. 권력관게에 대한 문헌고찰 및 Crozier의 전략적 권력관계분석 방법론의 특성을 종합적으로 분석한 결과 전통적 연구방법론의 한계점이 크게 부각되었으며, 새로운 연구방법론에 의거한 사례분석의 결과는 설문분석방법을 통해서는 밝힐 수 없는 조직구성원들의 구체적·전략적 행위에 대한 이해 및 게임의 양상 그리고 그 결과로서의 Pay-off를 밝히는데 매우 유효하다는 점을 검증하게 되었다. "모든 인간은 나름대로 행사할 수 있는 권력의 원천을 갖고 있다."라는 전제하에 체계적으로 형성된 전략적 권력관계분석론은 비록 「권력」이라는 용어에 대하여 터부시하는 풍토가 매우 강한 우리나라에 있어서도 앞으로의 「권력」이 조직의 실태를 분석하기 위한 방법 내지 수단으로 해석되기를 바라면서 사례분석 및 새로운 조직연구 방법론에 대한 연구자의 논지를 결론 부분에 포함시켰다.

영문 초록

The science of organizational behavior has developed from the early stage of human relations approach to the current methodology of situational approach. Going through various stages, the history of this science has been much dominated by the normative approach, starting with Max Weber, which encompasses an official structure of an organization, rules, distribution of power, etc. with little emphasis on phenomena or reality of an organization itself. In this context, this paper analyzes the methodological peculiarities of the Crozier school which adopts 「strategic power analysis」 of an organization, and emphasizes the need to apply more of qualitative and strategic methods of analysis to Korean case studies, rather than to heavily rely on quantitative analyses using surveys and questionnaires. A comprehensive analysis of methodological peculiarities lying in Crozier's strategic power analysis and other studies on power shows that Crozier's theory is very useful in better understanding the specific strategic behaviors of members of an organization in game playing, and in clarifying how pay-offs are given. These kinds of results are unattainable by traditional methodologies which use surveys and qustionnaires. Although the Crozier's theory which systematizes on the premise that everyone holds a source of power which he can utilize may be deemed as a taboo in Korea, the author points to the need for applying the factor of power to the analytical means of examining an organization. In the conclusive section of the paper, the author gives a clear appraisal of Crozier's theory with some case studies.
