영문 초록

Informal institutions such as belief systems play an important role in shaping political and economic systems. Often cited example is the comparison between the Confucian tradition of the East and the liberal tradition of the West. But beneath the seeming clash of civilizations lie conflicts of belief systems within each civilization. This paper shows that similar patterns of confrontation among three prototypes of belief systems can be identified in each side of the world. Confucianism, as aristocracy in the West, puts class discrimination before equality, community before individual, moral before law, and harmony before conflict. As to economic affairs, such an attitude tends to favor restrictions on competition, discretionary interventions by government, and maintenance of vested interests. In contrast, Legalism in pre-Qin China, as liberalism in the West, distrusts discretionary government intervention, favors small government and the rule of law, and encourages competition motivated by self-interests. Lastly, Mohism is similar to socialism in that it is communitarian and egalitarian, favoring big governments. The ongoing reforms in Korea need not be viewed as a conversion from Eastern to Western system. It is a process parallel to the Western conversion from aristocratic to liberal system during the last centuries.
