국문 초록

중국 경제의 급성장은 중국정부로 하여금 경제성장과 정치안정사이의 딜레마를 안겨주고 있다. 상해를 비롯한 연안지역 고성장의 지속은 산업에 있어 자본의 집약을 요구하는 반면, 정치적 안정을 추구하기 위해서는 내륙의 농촌경제에 있어 일정수준 자본배분의 비효율이 요구되기 때문이다. 연안지역의 노동력 부족은 도농간 임금의 격차를 야기하고 있는데 이는 정치적으로 중국지도부에게 상당한 부담으로 작용하게 된다. 국유기업체의 경영합리화는 중국의 재정문제를 상당부문 해결해 주었지만 이로 인한 주요 국유기업에서의 실업의 폭발적 증가는 중국정부의 정치적 부담으로 작용하고 있다. 동아시아의 급속한 경제발전은 초기, 9-12%라는 급격한 성장과 이후의 5-7%의 중도 성장 및 0-2% 성장정체라는 주기를 겪었다. 아마도 2008년도 베이징 올림픽과 2010년의 상해세계박람회이후의 중국경제는 고도 성장에서 중도성장으로 넘어가는 과정에 놓이게 될 것으로 보인다. 중국공산당이 자신의 생존을 위해 경제성장보다 정치적 안정을 택할 가능성이 있기 때문이다.

영문 초록

The rapid growth rate of the Chinese economy proves to be increasingly inconsistent with Chinese Communist Party (CCP) autarchy. In the efficiency of capital allocation, continuing high growth demands increasing capital intensity in the coastal industrial economy, whereas the political stability demands less efficient allocation of scarce capital in the regional rural economy. Increasing manpower shortage in the coastal economy demands higher wage disparity between industrial workers and rural workers, which is politically dangerous. Management rationalization of the state-owned corporations would relieve the burden of NPLs of the major financial institutions, but the explosion of unemployment level by released workers from the major corporations can be politically suicidal. Every rapidly growing East Asian economies go through a life cycle of high growth stage with 9 to 12 % growth rates, followed by moderate growth rates of 5 to 7% and finally the stagnant growth rates of 0 to 2%. The Beijing Olympic Games of 2008 and Shanghai World Fair at 2010 will inevitably usher in the moderate growth stage for the political viability of CCP.
