국문 초록

제2기 부시 행정부의 대외정책은 테러와 대량살상무기의 확산을 조장하는 정권에 대해 민주주의와 자유를 불어넣어 이들의 폭정을 종식시키는 데에 궁극적 목표를 두고 있다. 이를 달성하기 위해 일방주의와 적극 개입을 서슴지 않으며 공세적인 성향이 강하다. 이런 맥락에서 부시 행정부는 제2기에 들어서서 북한을 ‘폭정의 전초기지’의 하나로 지목하고, 자유의 확산 대상으로 삼고 있다. 6자회담은 북한 핵문제를 평화적인 방법으로 해결할 목적으로 추진되어오고 있으나, 북미간의 상호불신이 매우 커서 큰 결실을 거두지 못했다. 다만 지난 제4차 2기 회담에서 북한과 미국이 조끔씩 양보하여 공동합의문을 이루어 냄으로써 북한 핵문제의 평화적 해결을 향해 한 걸음을 내디딜 수 있게 되었다. 이 공동합의문은 북핵문제의 해결을 위한 원칙과 방향을 담아낸 것이다. 북한은 핵 보유를 자신의 체제안전보장의 궁극적인 수단으로 간주하고 있기 때문에 공동합의문에서 북한의 핵 포기를 명시했다고 해서 쉽게 포기하지 않을 것으로 보인다. 따라서 한국정부는 다음과 같은 정책을 준비하여 북한을 설득해야 할 것이다. 첫째, 공동합의문에서 빠진 핵심 문제는 북한의 핵 프로그램의 해체시기에 관한 것인 바, 이 시기 문제를 다음 5차 회담에서 명백히 규정해야 한다. 즉, 합의문의 이행계획, 이행방법, 이행시기 등에 대해 한국 정부는 로드 맵을 마련하여 확실히 합의하도록 해야 한다. 둘째, 한국 정부는 공동합의문에 따르면, 중유부담과 200만 kw의 전력 공급을 모두 하기로 되어 있다. 한국 정부는 대북경수로가 완공될 때까지 에너지 공급만을 담당하든가 하는 방식으로 이중부담이 안되도록 최선의 노력을 기울여야 한다. 셋째, 한국 정부는 북한 핵문제의 해결을 남북관계에 있어 최우선의 정책적 과제로 삼아야 한다. 이를 위해서는 북한에 대해 “핵 문제의 해결 없이는 더 이상의 경제협력은 없다” 강한 메시지를 보내야 하며, 대북포용정책에서 벗어나 ‘대화와 압박’의 병행정책을 추진하는 것이 중요하다.

영문 초록

The foreign policy of the second Bush Administration puts its goal to come to an end of the tyrannical regimes encouraging terror and a proliferation of WMD through the spread of liberty and democracy. The Bush administration has strengthened itsactive engagement and unilateral position in order to accomplish its foreign policygoals. In this context, the U.S. government spotted North Korea as one of “the outposts of tyranny” and put it as a target for the spread of liberty. Even though the six-party talks have proceeded to solve a North Korean nuclear problem by peaceful methods, it couldn't achieve good results due to the deep distrust between the U.S. and North Korea. But the fourth round six-party talks have made the first step forward a peaceful solution of the North Korean nuclear issue by virtue of achieving the “Joint Statement.” It contains the principles and directions for the peaceful solution of the North Korean nuclear problem. It seems that North Korea will not easily abandon its nuclear bombs though the North signs the statement, because North Korea regards its nuclear bombs as the last resort of regime security. Therefore, the Korean government should prepare the following policies. First, the dismantlement time of North Korean nuclear bombs should be settled in the next six-party talks as it was omitted in the Joint Statement. The Korean government should arrange a "road map" about the implementation plan, implementation method, and implementation time frame for a complete dismantlement and security assurance to North Korea. Second, the Korean government is subject to burden the heavy oil and electricity supply of two million kilowatts according to the Joint Statement. Therefore, the Korean government should undertake great efforts to avoid this dual burden in a way to burden only the electricity supply until the accomplishment of light water reactors. Third, the Korean government should assign the North Korean nuclear problem as its priority number one policy in the South-North relations. It is urgently needed that the Korean government send to the North, a strong message such as “no more economic cooperation without solutions of the nuclear issue,” and adopt the policy of “dialogue and pressure” beyond engagement policy.
