국문 초록

이 연구는 국제적으로 장애인 고용정책에 대한 중요성이 부각되고 있는 상황에서, 장애인 고용정책의 국제적인 동향을 파악하는 것이다. 연구 목적을 달성하기 위해 국제적인 동향, 장애인 고용을 위한 지속적인 노력 및 고용주를 위한 재정 지원에 대해 살펴보았다. 연구 결과 국제노동기구와 유엔의 비준안 및 협약을 통해, 장애인 고용은 개방 노동시장에 일을 할 수 있는 동등한 기회가 제공되어야 하는 기본 권리임을 확인하였다. 장애인 고용에서 합리적 편의제공과 장애 근로자를 위한 예방, 조기 개입, 직업 유지, 실업 장애 근로자 관리는 중요하였다. 또한 고용주에 대한 재정적 인센티브 지원은 개방형 노동시장에서 장애인을 위한 직업기회 창출에 중요하였다. 그리고 덴마크, 노르웨이, 스웨덴, 핀란드, 독일, 영국을 중심으로 구체적인 장애인 고용정책 사례를 확인하였다. 이러한 국제적인 동향을 바탕으로 한국의 장애인 고용정책에 대한 제도적인 보완을 제언하였다.

영문 초록

The purpose of this study is to identify international trends in employment policies for the people with disabilities. In this regard, international trends, continuous efforts to hire people with disabilities, and financial support for employers were reviewed. As a result of the study, the ILO and UN ratifications and conventions confirmed that the employment for the people with disabilities is a basic right that must be provided with equal opportunities to work in the open labor market. In the employment for the people with disabilities, reasonable accommodations and prevention, early intervention, job maintenance, and management for unemployed disabled workers were important. In addition, financial incentive support for employers was important in creating job opportunities for the people with disabilities in the open labor market. In addition, specific cases of employment policies for people with disabilities were identified, centered on Denmark, Norway, Sweden, Finland, Germany, and United Kingdom. Based on these international trends, institutional supplementation was suggested for Korea's employment policy for the people with disabilities.
