국문 초록

This study aims to conduct an in-depth analysis of the compilation and development procedures of regionally developed textbooks by provincial education offices, according to the 2022 revised curriculum, and to propose improvement measures based on the findings. Regionally developed textbooks serve as critical tools that can reflect various educational demands, ensuring regional autonomy and promoting educational diversity. However, issues such as procedural ambiguity, lack of content consistency, insufficient expertise, and unclear evaluation standards have been identified in the development process of these textbooks. This study systematically examines the compilation procedures and content of regionally developed textbooks through literature reviews and case studies and seeks specific solutions to address these challenges. The findings indicate the necessity of extending the textbook development period and establishing a clear timeline for each phase of the process. Strengthening the long-term assignment of experts involved in textbook development and enhancing the handover system are also required to ensure consistency and expertise. Furthermore, the standardization of the textbook review process is essential to maintain consistent quality levels, while the development of region-specific content and the involvement of external experts should be intensified. The need for a systematic support system to guide the regionally driven textbook development process in line with the educational demands of each locality is also emphasized.

영문 초록

이 연구는 개정 교육과정에 따라 시도교육청이 개발한 시도개발 교과서의 편찬 및 2022 개발 절차와 내용을 심층적으로 분석하고 이를 바탕으로 개선 방안을 제시하는 것을 목표로 한다. 시도개발 교과서는 다양한 교육적 요구를 반영할 수 있는 중요한 도구로서, 지역 자율성을 보장하고 교육의 다양성을 증진시키는 역할을 한다. 그러나 이러한 교과서의 개발 과정에서는 절차의 불명료성, 내용의 일관성 부족, 전문성의 결여, 심사 기준의 불명확성 등 다양한 문제가 지적되고 있다. 본 연구는 문헌 분석과 사례 연구를 통해 시도개발 교과서의 편찬 절차와 내용을 체계적으로 검토하고, 이러한 문제를 해결하기 위한 구체적 방안을 모색하였다. 연구 결과, 교과서 개발 기간의 연장과 각 단계별 명확한 일정 수립이 필요하며, 교과서 개발 과정에 참여하는 전문가의 장기적인 배정과 인수인계 체계를 강화하여 전문성과 일관성을 확보해야 한다. 또한, 교과서 심사 절차의 표준화를 통해 일관된 질적 수준을 유지하고 지역적 특성을 반영한 콘텐츠 개발과 외부 전문가의 검토를 강화할 필요성이 제기되었다. 시도교육청이 주도하는 교과서 개발이 각 지역의 교육적 요구에 부합하는 방향으로 이루어질 수 있도록 체계적인 지원 체계 구축이 필요하다는 점도 강조되었다. 본 연구는 시도개발 교과서의 질적 향상을 위해 체계적이고 일관된 개발 및 심사 절차의 확립, 학습자 중심의 교육과정 구현을 위한 협력 체계 강화의 필요성을 제언하고 있으며 이를 통해 교과서가 교육 현장에서 보다 효과적으로 활용될 수 있도록 하는 데 기여할 것이다.
