남아메리카 고등교육 기회 불평등 비교분석: 소득계층별 고등교육 등록률 변화를 중심으로

국문 초록

연구목적: 본 연구는 아르헨티나, 브라질, 칠레, 볼리비아, 콜롬비아, 에콰도르, 파라과이, 우루과이, 페루 등 남아메리카 9개 국가의 소득계층에 따른 교육 기회 분배 및 불평등을 분석하고 이를 바탕으로 교육기회 불균등에 대한 제언을 하고자 하였다. 연구방법: 연구 목적을 달성하기 위해 CEDLAS(Center for Distributive, Labor and Social Sciences)와 World Bank에서 제공하는 SEDLAC(Socio-economic Database for Latin America and the Caribbean) 데이터를 활용하여 2011년부터 2021년까지 각 국가의 소득 분위별 고등교육 등록률을 분석하였다. 연구결과: 연구 결과는 다음과 같다. 첫째, 남아메리카 9개국의 모든 소득계층 간 고등교육 등록률은 차이가 있었다. 둘째, 남아메리카 9개국의 최하위계층별 고등교육 등록률 데이터를 종합적으로 분석한 결과, 2011년부터 2021년까지 10년간 칠레를 제외한 모든 국가의 최하위계층 고등교육 등록률은 30%를 넘지 않았다. 셋째, 남아메리카 9개국 중 대부분의 국가들의 최상위계층별 고등교육 등록률은 연도별로 큰 변화없이 40.0% ~75.0% 사이를 나타났다. 결론: 연구결과를 토대로 남아메리카 국가들의 사회적 배경을 고려한 고등교육 기회와 불평등 구조에 대한 시사점을 제안하였다.

영문 초록

Purpose: This study aims to provide a profound understanding of the distribution of educational inequality that lies within by income levels and to provide policy recommendations in South American countries inculding Argentina, Brazil, Chile, Bolivia, Colombia, Equator, Paraguay, Uruguay, and Peru. Method: Using SEDLAC (Socio-economic Database for Latin America and the Caribbean) data provided by the Center for Distributive, Labor and Social Sciences (CEDLAS) and the World Bank, higher education enrollment rate of each country was analyzed from 2011 to 2021. Results: The research results were as follows. First, there was a difference in the enrollment rate of higher education among all income levels in 9 South American countries. Second, the enrollment rate of the lowest income level in all countries between 2011 and 2020 did not exceed 30% for 10 years except Chile. Third, the enrollment rate for higher education by the highest income level in most of the 9 South American countries was between 40.0% and 75.0% without much change from year to year. Conclusion: Based on the results of the study, implications for higher education opportunities and inequality structures in consideration of the social background of South American countries were proposed.
