대만 다문화 교육의 이해 - 신주민의 정착과 교육을 중심으로

국문 초록

최근 세계적으로 다문화 교육에 대한 관심이 높아지고 있다. 인근 대만은 국제화와 다문화를 설명할 수 있는 지역으로 매우 적합하다. 이 연구의 목적은 대만 다문화 교육을 이해하기 위하여 심도있게 분석 고찰하는 데 있다. 연구방법으로는 다문화 관련 문헌 및 정책 자료를 분석하였다. 분석 결과 대만은 다양한 민족 구성과 정치사회적 배경으로 다문화 인프라가 구축되어 있으며, 대륙배우자 및 동남아 배우자의 정착 및 교육에 있어 시민 주도하에 국가정책이 형성되었다. 또한 이들을 ‘신주민’으로 지칭하고, 2007년 중앙 정부에 ‘이민서’ 라는 전담 기관이 설립되어 있으며, 지방정부 차원에서 2008년 타이페이현에 ‘신주민교육지원과’가 개설되어 신주민의 정착과 교육에 대한 정책지원이 활발하게 이루어지고 있는 것으로 판단되었다. 연구 결과, 대만의 다문화 교육정책은 우리 다문화 교육의 발전 방향에 시사하는 바가 매우 크다고 할 수 있다.

영문 초록

Increasing attention to the multicultural education is an worldwide trend these days, and Korea is not an exception as well. Taiwan is an appropriate country which could explain globalization and multiculture. The study aims to comprehend and to analyze the multicultural education in Taiwan in depth. To this end, the study analyzed some literatures and policy materials on multiculture. Taiwan has an multicultural infrastructure with various ethnics and various political and social backgrounds. The national policy for resettlement and education of the continental-spouse and southeast Asian-spouse in Taiwan was led by citizens. The multicultural people is called 'new residents' in Taiwan. An institution of 'Immigration station' which is exclusively responsible for the new residents was established in central governmental level in 2007, and an institution of 'Education support department for new residents' was established in the local governmental level in 2008. These institutions are supporting policies on the resettlement and education of the new residents actively. The study results give some implications for Korean multicultural education policy and its progress.
