국문 초록

발달장애인은 인지능력과 무관하게 의사결정의 권리를 바탕으로 스스로 결정하고 선택하며 살아가야 한다. 이에 발달장애인이 자신의 결정의 중심에 있어야 하고 의사결정 과정에 온전히 참여할 수 있도록 지원되는 것이 중요하다. 이를 위해 장애인복지 현장에서는 지원의사결정이 강조되어 왔으나 담론적인 논의에 머물러 있어 실제적인 지원의사결정의 실천에 대한 정보들은 제공되고 있지 못하는 현실이다. 이에 본 연구는 장애인권리협약 등으로 인하여 재강조되는 발달장애인의 지원의사결정이 무엇인지 살펴보고, 이를 실천하기 위해 고려되어야 할 쟁점들은 무엇인지를 탐색하고자 하였다. 이를 위해 지원의사결정의 개념 및 국외 제도들, 지원의사결정에 대한 인식 및 실천을 위한 핵심요소 등을 살펴보았다. 이러한 논의를 토대로 지원의사결정에 대한 명확한 개념과 지원자 역할에 대한 이해의 필요성, 상호관계성에 기반한 신뢰 구축 기반조성과 정보제공과 소통 등의 교육체계 마련, 지원의사결정 실천 지침 개발 및 안내 등의 한국 장애인복지 실천현장에서의 적용을 위한 실천 방안을 제언하였다.

영문 초록

People with developmental disabilities must make their own decisions, make choices, and live based on the right to make decisions regardless of their cognitive abilities. It is important for people with developmental disabilities to be at the center of their decisions and to be supported so that they can fully participate in the decision-making process. For this purpose, supported decision-making has been emphasized in the field of welfare for the disabled, but it remains in a discursive discussion, information on the practical implementation of supported decision-making is not provided. Therefore, the purpose of this study is to examine the supported decision-making for people with developmental disabilities, which is being re-emphasized due to the Convention on the Rights of Persons with Disabilities, and to explore what issues should be considered in order to practice it. To this end, the concept of support decision-making, foreign institutions, recognition of supported decision-making, and key elements for practice were examined. Based on these discussions, it is necessary to understand the clear concept of supported decision-making and the role of the supporters, to establish a foundation for building trust based on mutual relations, to provide education systems such as information provision and communication, and to develop guidelines for supported decision-making, I suggested action plans for application in the field.
