보훈 가치 극대화를 위한 「제주 섬」 독립기념관 분원 설립 연구

국문 초록

본 연구는 과거를 돌아보며 기념관의 역사적 의미와 현재적 기능을 성찰할 시점에 있다는 점에서 보훈 가치를 극대화하기 위해 독립운동의 공간을 섬 지역까지 확대하여 섬 독립기념관 분원을 설립하자는 목적에서 이루어졌다. 이를 통해 국민적 자긍심을 높이고 특히, 섬 지역주민의 자존감 향상과 인구 소멸 등에 대응하는 국토 균형발전 차원으로까지 확대하는 효과를 거두고자 한다. 하지만 섬 지역의 소멸과 국토균형발전 등에 대응하고 항일운동의 성과를 대외적으로 드러내놓는 것에 관해 꺼리는 현상은 아직도 국민 기대치를 훨씬 밑돌고 있다. 이러한 현상에 관해 본 연구는 우려를 표하며 많은 연구자가 관심을 두게 하는 것뿐만 아니라 낙후되고 소외되었다고 생각하는 섬 지역주민들의 자긍심 고취와 자부심 부여 등의 긍정적 효과 외에 지역경제 활성화라는 섬의 가치변화에까지 주목받게 하고자 한다. 이러한 맥락에서 본 연구는 섬 독립기념관 분원 설립이 또 다른 중복기관의 설립이 아닌 항일 독립운동의 실질적인 현장을 보전하고 그 상징성을 기념하기 위한 기관으로서의 모습을 갖추는데 그 연구의의를 두고 있다. 이를 토대로 우리나라 섬 지역에서 치열하게 벌어졌던 항일 독립운동의 역사적 현장마저 소외되고 소멸하여가는 섬과 함께 사라지는 것을 사전에 방지하기 위한 효과를 거두기 위함이다. 섬 지역의 항일 독립운동이 국가 정체성 확립, 지역주민의 자긍심 고취, 국가수호 의지에 미치는 영향력이 크다는 점을 고려한 섬 독립기념관 분원 설립을 위한 노력이 필요한 시점이다. 이에 본 연구는 문헌 고찰을 통한 탐색적 연구에 집중한 결과, 제주 섬 독립기념관 분원 설립을 위한 구체적인 운영 방향을 첫째, 섬 지역경제 활성화와 정체성 확립 프로그램 개설, 둘째, 방문객 중심의 독립기념관 운영, 셋째, 다목적 복합 문화공간으로의 변화 추구, 넷째, 보훈 문화관광상품으로서의 가치 극대화를 제안하였다.

영문 초록

This study was conducted with the purpose of establishing a branch of the Independence Hall of Korea in Jeju to maximize the value of veterans. In particular, it is intended to achieve the effect of expanding to the level of balanced national development in response to the improvement of self-esteem of Jeju residents and population extinction. It is evaluated that this will not only make many researchers pay attention to the value of veterans, but also have positive effects such as instilling and giving pride to the underprivileged and alienated residents of Jeju Island. In addition, it is expected that it will affect the value change of the island called the activation of the local economy. In this context, this study expects that the establishment of a branch of the island’s Independence Hall will contribute to preserving the actual site of the anti-Japanese independence movement. In particular, it is evaluated that it will have the effect of preventing the historical site of the fierce anti-Japanese independence movement in Jeju from disappearing and being forgotten. In addition, it is time to make efforts to establish a branch of the Jeju Independence Hall in consideration of the fact that it has a great influence on the establishment of national identity related to the anti-Japanese independence movement in Jeju, the pride of Jeju residents, and the will to defend the country. As a result of the study for the establishment of a branch of the Jeju Independence Hall of Korea, the specific operational direction was first proposed to revitalize the local economy of Jeju and establish an identity establishment program. Second, the operation of the Jeju Independence Hall centered on visitors was suggested. Third, the pursuit of change into a multi-purpose complex cultural space was suggested. Fourth, maximization of value as a cultural tourism product for veterans was suggested.
