국문 초록

본 연구는 국내 보훈보건복지지원제도 선행연구 및 현황을 분석하고, 프랑스, 호주, 미국, 대만의 보훈보건복지지원제도와 비교하여. 우리나라에서 적용할 만한 모범적인 사례는 무엇인지 분석하였다. 분석한 사례를 통해 보훈보건복지지원제도 활성화 방안을 모색하고자 하였다. 보건보건복지관련 활성하를 위하여 보훈중앙병원내에서 운영하고 있는 보훈의학연구소 학술세미나 참석 및 한국보훈학회, 보훈교육연구원, 한국보훈교육정책연구원 등 공동학술세미나를 개최함으로서 국내 연구자들이 보훈병원 현장의 환자의 실태를 파악하고, 문제점은 무엇인지 논의하여야 할 것이라 사료된다. 그리고 보훈복지타운, 보훈원 등의 시설은 규모가 작으며 주거시설로만 이용되는 것으로 선행연구에서 지적한 바 있어 보훈처나 연구자들이 시설점검 및 이용자가 사용을 하면서 문제점은 무엇이었는지를 심층 연구후 국가유공자들이 정기적으로 이용하도록 개선 및 제도적인 뒷받침을 해야 할 것이라 사료된다. 대만은 영민의 집을 운영하여 무직업 영민과 유족에게 급여 및 비급여 의료비 전액을 지급하며, 보훈보건복지지원제도는 3단계 즉, 조기진료, 질병치유 및 장기간 케어라는 의료 지원망 체제를 갖추어 빈곤자 우선순위로 보훈보건복지지원제도를 운영하고 있다. 프랑스는 가족 및 그룹활동 참여. 체육활동. 음악치료, 치매환자를 위한 이동식 응급처치 등이 우리나라에 적용할만한 우수사례이다. 호주는 지정사립병원이 특징이며, 미국은 지역사회 보건서비스 자원과 연계하는 팀웍중심 정신 헬스체계, 정신건강치료 코디네이터, 과감한 예산증가 및 이를 통한 의료 인력을 추가채용하는 등이 우리가 주목할 만한 부분이다. 위와 같이 국내.외 보훈보건복지지원제도 연구를 통하여 우리나라 국가보훈의 활성화 방안을 모색하는데 기여하고자 한다.

영문 초록

This study analyzes the previous studies and current status of the domestic veterans' health and welfare support system, and compares them with the veterans' health and welfare support systems of France, Australia, the United States, and Taiwan. Exemplary cases that can be applied in Korea were analyzed. Through the analyzed cases, we tried to find ways to vitalize the Veterans Health and Welfare Support System. Participating in the academic seminar of the Veterans Medical Research Center operated by the Veterans Medical Center and holding joint academic seminars such as the Korean Society of Veterans Veterans Affairs, Veterans Education Research Institute, and Korea Veterans Education Policy Institute to promote health, health and welfare-related activities, domestic researchers It is thought that it is necessary to understand the actual condition of the patient and discuss what the problem is. In addition, prior research has pointed out that facilities such as Veterans Welfare Town and Veterans Center are small in scale and used only as residential facilities, so after conducting in-depth research on the problems faced by users and inspecting facilities by the Ministry of Patriots and Veterans Affairs or researchers, national merit officers regularly It is thought that improvement and institutional support should be provided to use it. Taiwan runs a home for civilians and pays full wages and unpaid medical expenses to unemployed civilians and their bereaved families. The Veterans Health and Welfare Support System has a medical support network system with three stages: early medical treatment, disease healing, and long-term care, giving priority to the poor. We are operating the Veterans Health and Welfare Support System in order of priority. France participates in family and group activities. physical activity. Music therapy and mobile first aid for dementia patients are excellent cases that can be applied in Korea. Australia is characterized by designated private hospitals, and in the United States, a teamwork-oriented mental health system linked with community health service resources, a mental health treatment coordinator, and a bold budget increase and additional hiring of medical personnel are noteworthy. As above, this study intends to contribute to finding ways to vitalize national veterans in Korea through research on domestic and foreign veterans' health and welfare support systems.
