박정희 정부시기 교육대학 개편과 지역사회의 대응: 공주교육대학 사례를 중심으로

국문 초록

본고는 박정희 정부시기 공주교육대학에 관한 연구를 학교와 지역사회와의 관계로 확장하고자 하는 문제의식에서 출발하였다. 1960 년대 사범학교에서 교육대학으로 개편되면서 ‘교직의 상징성’이 부정적으로 변화했다. 정부의 교육비 예산 부족으로 인한 임용적 체가 큰 원인이었고 농촌경제가 어려워지면서 교사라는 직업 대신에 경제적으로 더 나은 직업을 찾기 시작한 것이다. 박정희 정부는 집권 후에 일제식의 사범교육을 전폐한다는 목적으로 사범학교를 1도 1 교의 교육대학으로 전환하였다. 당시에 4 년제 대학이 급증하면서 우수한 학생들은 수도권 4년제 대학으로 진학하였다. 이와 같은 사실은 지역사회에 부정적인 영향을 미쳤다. 박정희 정부의 교육대학 정책은 강한 국가 주도의 성격을 지니고 있었다. 당시 정부의 기치는 1965 년 ‘경제개발 5개년 계획’을 완수하는 것이었고 열악한 농촌경제를 살리는 것이 최우선 과제였다. 학생 대부분이 농촌 가정의 자녀이고 졸업 후에는 농촌 지역의 교사가 될 공주교대생은 농촌경제를 살리기 위한 농촌 지역 계몽운동과 정신 개조의 역할을 부여받았다. 이 연구는 1960 년대 공주교육대학과 지역사회의 쌍방향적 상호관계를 보여주는 사례라고 할 수 있다.

영문 초록

This article started with a sense of the problem to expand research on Gongju National University of Education during the Park Chung-hee administration’s relationships between schools and local communities. In the 1960s, the symbolism of teaching changed negatively as it was reorganized from a Normal School to an Educational University. The lack of employment due to the government's lack of budget for education was a major cause. As the rural economy became difficult, they began to find better jobs economically instead of teaching. After taking power, the Park Chung-hee government switched the Normal School to One Education University in One Province, intending to completely abolish Japanese-style Normal Education. At that time, the number of four-year universities increased rapidly, and excellent students went to four-year universities in the Seoul metropolitan area. These facts had a negative effect on the community. The Park Chung-hee administration's policy toward education universities had a strong state-led character. At that time, the government's banner was to complete the 1965 Five-Year Economic Development Plan, and saving the poor rural economy was a top priority. Gongju National University of Education, where most of the students were children from rural families, become teachers in rural areas after the graduation. They were given the role of the rural enlightenment movement and mental reform to revive the rural economy. This study is an example of a two-way interaction between Gongju National University of Education and the community in the 1960s.
