국문 초록

이 글은 키르기스스탄의 농촌 지역에서 지역경제개발(LED)에 초점을 맞춘 국내외 지역 개발의 이니셔티브에 대해서 고찰하였다. 이를 위해서 한국국제협력단이 지원한 “나의 마을”, 유럽부흥개발은행(EBRD)의 식수 프로젝트 및 키르기스스탄 벨 지역의 “모범적인 아일 옥모투 프로젝트 등 세 가지 연구 사례를 선정했다. 그리고 지역 개발의 개념 및 연구를 위해서 선정한 현장 연구의 특성을 구명하였다. 본 연구는 선정된 현장조사의 지역개발 계획을 비교하는 것을 목표로 두었다. 연구자가 질적과 양적 자료를 도출하기 위해서 해외 사례조사를 검토하고 소규모의 설문조사도 실행하였다. 그 결과는 지역 개발을 위한 외국 기관의 계획이 중앙정부 및 지역 정부를 통해 달성됨을 보여주고 있다. 그러나 한편으로는 국내 조사가 기업부문(기업인들)을 통해서도 수행되었다. 지역 경제개발은 학제간 연구 개념이며, 키르기스스탄에서 떠오르는 주제이다. 그러나 ‘협력’ 및 ‘지역에서의 비판적 주체의 존재와 같은 핵심적인 요소들은 선정된 모든 사례연구에서 확인할 수 있다. 사실, 각각의 경우에 협력과 중요한 지역 이해관계자가 다름에도 불구하고 이들은 현존한다는 것이다.

영문 초록

This study explores international and domestic local-regional development initiatives that focus on local development in rural Kyrgyzstan. For this purpose, three case studies are selected: Korea International Cooperation Agency funded 'My Village,' European Bank for Reconstruction and Development 'drinking water' project, and 'Exemplary Bel Ayil Ökmötü (local self-government) initiative. The author outlines the concepts of local economic development (LED) and the characteristics of the chosen field studies. This research aims to compare the local development schemes of the selected field research. Therefore, this study has designed a semi-structured questionnaire survey for international case studies to get quantitative and qualitative data. In-depth interviews are conducted for domestic field research. The findings show that foreign initiatives to develop the local area are achieved through central and local government agencies. In contrast, the domestic study is undertaken by the business sector (businessperson). LED is still an emerging topic in Kyrgyzstan. However, the central pillars, like collaboration and the existence of local critical actors, are seen in all our selected case studies. Indeed, in each case, cooperation and vital local stakeholders differ but are present.
