소규모학교 교원행정업무 수행 과정의 특징 및 시사점

국문 초록

본 연구는 소규모학교 교원행정업무 수행과정의 특징을 분석하는 데 주된 목적을 두고 있다. 이와 같은 연구목적 달성을 위해 Scott(1981)이 제안한 조직구조의 5대 구성요소 구분에 따라 면담요소 및 질문지를 구성하였고 소규모 초등학교 및 중학교에 근무하는 교원을 대상으로 면담(interview)을 실시하였다. 본 연구의 주요 연구결과는 다음과 같다. 첫째, 소규모학교에서는 ‘융통성’, ‘신속성’ 및 ‘고립무원’처럼 교원 개인의 책임 구조 아래에서 업무가 처리되는 특징들이 나타나고 있었다. 둘째, 교원 간 업무 연결(link)에 있어 공식적인 연결은 미약하였으나, 비공식적 연결은 강한 것으로 나타났으며 인간관계의 중요성이 강조되고 있었다. 셋째, 소규모학교는 구조적으로 외부 환경의 변화 또는 압력에 상당히 민감한 특징을 지니고 있었고 이와 같은 특징으로 말미암아 소규모학교 교원의 행정업무 구조는 쉽게 변화되기 어렵다는 점을 확인하였다. 요컨대, 소규모학교 교원의 행정업무는 교원의 개인적 책임 구조 아래에서 진행되는 특징이 있었고, 교원 개인의 업무에 대한 전문성이 업무 처리과정에 상당한 영향을 미치고 있다는 점을 확인할 수 있었다. 추후 연구에서는 중·대규모학교 교원이 수행하는 행정업무 처리과정의 특징 분석을 통하여 규모에 따른 교원의 행정업무처리 과정 간 비교 및 구조적 특징 등에 관하여 심도 있는 고찰이 필요하다.

영문 초록

In general, it is reported that teachers' administrative work hours vary depending on the size of the school, and this study aims to analyze the characteristics of the administrative work process performed by small school teachers. To achieve this research purpose, interview elements and questionnaires were organized according to the five components of the organizational structure proposed by Scott (1981), and interviews were conducted with teachers working in small elementary and middle schools. The main research results of this study are as follows. First, characteristics such as 'flexibility,' 'fastness,' and 'isolated crew' were appearing that work was handled under the individual responsibility structure of teachers. In addition, in the process of handling administrative affairs of teachers in small schools, the official connection was weak, but the informal connection was strong, and the importance of human relations was emphasized. Finally, it was confirmed that small schools were structurally sensitive to changes or pressures in the external environment, and due to these characteristics, the administrative work structure of small school teachers could not be easily changed. In short, it was confirmed that the administrative work process of small school teachers was characterized by the teacher's personal responsibility structure, and that the teacher's expertise in individual work had a significant impact on the work process. In future studies, in-depth consideration is needed on the comparison and structural characteristics of teachers' administrative work process according to size through analysis of the characteristics of administrative work process performed by middle and large school teachers.
