자유학기제에 대한 체제적 평가연구: CIPP 평가모형에 근거하여

국문 초록

본 연구는 2016년 전국적으로 시행되어, 자유학년제로 확대 시행되고 있는 자유학기제에 대해 체제적 접근에 의한 평가를 수행함으로써 자유학년제의 성공적인 정착을 위한 정책적 시사점과 개선방안을 찾는 것을 목적으로 하였다. 이를 위해 자유학기제를 둘러싼 환경 및 투입, 과정, 산출의 체제를 Stufflebeam(1971)의 CIPP모형을 활용하여 평가하고자 하였으며, 2013년부터 2020년까지 수행된 자유학기제 관련 선행연구를 분류, 분석하였다. 본 연구결과를 통해 도출한 결론은 다음과 같다. 첫째, 도입 초기 설정한 자유학기제의 정책 목표인 학생 행복 교육 실현’과 ‘진로교육 강화’, ‘교육과정 혁신’ 등을 달성하였으나, 체험활동 및 동아리 활동의 양적, 질적 확대를 통한 학생의 진로 관련 태도 및 역량 함양이 필요하다. 둘째, 자유학기제의 성공적 운영을 위한 계획 수립과 안정적인 예산 및 자원확보가 이루어졌으며, 상급교육기관의 정책 확산에 대한 긍정적, 적극적 태도를 확인할 수 있다. 셋째, 자유학기제 정책 집행은 교육부 주도의 Top-down 방식으로 이루어져 시행 초기 단위학교의 적극적, 자발적 실천의지의 부족으로 이어졌으나, 단위학교 교사간의 소통, 협력 증대, 전문적학습공동체 및 교육 주체간 협력적 관계에 의한 교육공동체 형성으로 효율적 운영이 촉진되었다. 넷째, 자유학기제는 학생들의 학교생활 만족도 및 진로교육 만족도에 있어 긍정적 효과가 있음을 알 수 있다. 본 연구를 바탕으로, 자유학년제의 성공적인 정착을 위해, 실제적인 진로역량 강화 및 진로성숙도의 함양을 위한 진로교육의 강화, 체험프로그램의 양적, 질적 확대가 필요하며, 이를 뒷받침하기 위한 상급교육기관의 교육구성원에 대한 적극적인 피드백이 요구된다고 할 수 있다.

영문 초록

The purpose of this study was to find policy implications and improvement plans for the successful settlement of the free school system by conducting an evaluation based on a systematic approach on the free semester system, which was implemented nationwide in 2016 and is being expanded to the free school system. To this end, the environment surrounding the free semester system and the system of input, process, and output were evaluated using the CIPP model of Stufflebeam (1971), and prior studies related to the free semester system were classified and analyzed from 2013 to 2020. The conclusions drawn through the results of this study are as follows. First, the policy goals of the free semester system set at the beginning of the introduction, such as realization of student happiness education, 'reinforcement of career education,' and 'innovation of the curriculum' were achieved, but related to the career of students through quantitative and qualitative expansion of experiential and club activities. Attitude and capacity building are needed. Second, a plan for the successful operation of the free semester system was established, and stable budgets and resources were secured, and positive and positive attitudes toward the spread of policies of higher education institutions can be confirmed. Third, the implementation of the free semester system policy was conducted in a top-down manner led by the Ministry of Education, which led to a lack of active and voluntary willingness of the unit schools at the beginning of the implementation, but increased communication and cooperation between teachers of the unit schools, and cooperation between the professional learning community and the educational subject. Efficient operation was promoted by the formation of an educational community based on relationships. Fourth, it can be seen that the free semester system has a positive effect on the satisfaction of students' school life and career education.
