공립 초등학교 종합감사 지적 사례 분석

국문 초록

이 연구는 공립 초등학교 종합감사 지적 사례를 분석하여 취약한 업무 분야를 파악하고 발생 원인을 밝히기 위한 목적으로 수행되었다. 이러한 연구목적을 달성하기 위해서 첫째, 문헌연구를 통해 감사지적 사례 분석 틀(12개 분야/56개 부문)과 발생 요인 분석 틀(4개요인)을 설정하였다. 둘째, 도출된 분석 틀을 적용하여 2011년 전국 14개 시도교육청 초등학교 종합감사 지적 사례를 분석하였다. 주요한 연구결과로 첫째, 공립초등학교 종합감사의 지적 사례는 ‘계약관리(775건)’, ‘학교회계집행(208건)’, ‘학교생활기록부 작성 및 관리(159건)’, ‘각종 수당(124건)’ 순으로 지적빈도를 나타냈다. 둘째, 발생요인으로 개인적 요인과 환경적 요인에 해당하는 사례가 많았다. 분석결과를 토대로 취약한 업무 처리를 위한 교육훈련 강화, 매뉴얼 개발ㆍ보급, 감사결과 환류 등을 제안하였다.

영문 초록

The purpose of this study is to analyze the faults after a full-cover audit in public elementary school. For the purpose, two research questions were argued. Firstly, what is the frequency of fault category after a full-cover audit in public elementary school? Secondly, what is a factor of the high frequent faults? The analysis utilizes two analytical frames. One comes from the literature review and pre-analyses. The other is quoted from a previous study. The findings of this study are as follows. First, 'Contract Management' had the most faults after a full-cover audit was conducted in public elementary schools, 'School Accounting Executive' and 'Student Life Record' came after. Furthermore, as a result of the analysis in the case of high frequent faults, there were thirty in total. The 'inspection' case and 'contract' case which belonged to the 'Contract Management' category had the most faults. Second, there was a higher frequency of faults within the individual factor as opposed to that of the environmental factor. Some practical implications of the findings were discussed.
