한국의 교육지수 개발연구의 현황과 과제

국문 초록

이 논문은 한국의 교육지수 개발 현황에 대해서 살펴보고 향후 교육지수의 성공적 개발을 위한 시사점을 살펴보았다. 한국에서는 인적자원지수, 교육만족도지수, 평생교육지수, 교육격차지수, 교육정보화지수, 교육지수개발 연구 등이 이루어져 왔다. 그러나 교육관련 지수개발 사업이 일회성으로 그치고 지수의 정책적 사용도를 높이지 못함으로서 결과적으로 지수개발이 성공적이지는 못했다. 국내지수개발사례분석을 통해서 다음과 같은 과제를 얻을 수 있다. 먼저 교육지수의 정책적 효용성에 대한 판단을 근거로 지수개발을 해야 한다. 두 번째로는 구체적인 영역과 목적에 기반하여 세부적인 교육지수를 개발해야 한다. 광범위한 범주의 모호한 교육지수는 이용도가 낮아지기 때문에 교육지수로서 역할을 하기 어렵다는 것이다. 세 번째로는 지수개발에 있어서 연속성을 갖추어야 한다. 지표체계를 만들고 지수를 매년 지속적으로 만들어나가면서 지표와 지수산출 방법을 개선해나가야 IMD의 교육경쟁력지수처럼 성공할 수가 있다. 마지막으로 교육분야의 자료 한계를 극복해나가기 위한 노력이 필요하다. 연간자료와 더불어 통계청과 한국은행의 교육관련 분기별 자료를 발굴해내서 분기별 교육관련 지수개발을 추진하는 것이 필요하다.

영문 초록

This article investigates implications for the successful development of educational index after taking a look at the current development of Korean educational index. In Korea, studies on the human resource index, educational satisfaction index, life-long education index, educational gap index, educational information index have been implemented. However, the studies were not sustainable and successful because the studies did not provide useful index. Thus, we can obtain following lessons from the past experience of development of educational index. First, we need to develop education index based on the usefulness of educational index in terms of educational policy making. Second, we need to develop educational index based on the specific purpose and area. Educational index based on broad category would not be useful. Third, we need to develop education index annually. After making systematic education indicators, we need to improve the methodology and indicators for the better index. Last, we need to make an effort to overcome the limitation of educational data. We need to develop quarterly educational index by searching data produced by Korean Bank and National Statistical Office in addition to the annual index.
