국문 초록

본 연구는 교육의 방향과 질을 제고시킬 것으로 기대하는 교사평가를 교육의 본질적인 기능인 교사․학교효과성과 연계하여 교사평가의 방향을 설정하고자 한다. 교사평가에 있어서 특히 미국과 영국은 오랜 교육의 역사를 경험하면서 많은 연구와 논의를 거듭해온 결과 비교적 풍부한 평가문화의 모멘텀을 구축하였고, 교육효과성을 증진시키는 측면에서 상당한 발전을 이루었다. 미국의 교사평가는 교사효과성 요인에, 영국의 교사평가는 학교효과성 요인에 각각 초점을 두고 발전해왔다. 따라서 이들 국가의 교사평가 변천과정을 분석하면 우리나라의 교사평가제에 적용할 시사점을 도출할 수가 있을 뿐 아니라 탄력을 받기 시작한 우리의 교사평가 실시에 내재적인 힘을 제공할 것으로 판단된다. 교사평가와 연계된 미국과 영국의 교사․학교효과성 변천과정을 분석하여 구체적인 교육효과성 제고 요인을 추출한 후, 우리나라에서 교사․학교효과성을 제고시키기 위한 교사평가 요인을 제시할 것이다.

영문 초록

The purpose of the study is designed to establish a direction for the teacher evaluation which can be expected to raise educational quality connecting with teacher and school effectiveness that can exercise the fundamental functions of the school education. Both the United Stats of America and the United Kingdom have experienced numerous different studies and discussions continuously in the area of the teacher evaluation in their long educational history. As a result, they have built the abundant momentum and resources of the appraisal culture, and they have made a lot of development in the field of the educational effectiveness as well. The USA has developed the teacher evaluation focusing on the effectiveness of teacher, while the UK has developed focusing on the effectiveness of school respectively. So I think if we analyze the process of the teacher evaluation change of the both countries, we can not only extract implication that we can adapt for the teacher evaluation system of Korea, but we can also be offered the intrinsic driving forces to our implementation of the system just starting with elasticity. I'll suggest the teacher evaluation factors to enhance the teacher and school effectiveness in Korea after analyzing the process of its change in the USA and the UK linking with the teacher evaluation, and extracting the specific elements which can raise the educational effectiveness.
