영문 초록

The inequalities between Seoul and other regions in Korea has been expanding in the her economic development process for the past decades in various sectors. This paper objects to illuminate the inequalities reality between Seoul and five local metro cities(Pusan, Taegu, Inchon, Kwangju, Taejon) by comparing the 48 indicators in 9 different sectors, which are residential population, economic activity level, overall local income level, arts and cultural circumstances, public goods and services, commercial convenience service, information and telecommunication basis and activity level, professional human resources, knowledge basis and activities sector. In this analysis, the inequalities in these sectors are interpreted as relative terms compared with residential population inequalities. The results of analysis are as follows: First, economic activity level between Seoul and five cities turns out to be not much different to the population inequalities. Second, in the public goods and services and commercial convenience service sector, the inequalities between Seoul and five local cities are less than the population inequalities, which means that the situation of five local cities is better than that of Seoul in these two sectors. Third, in other five sectors(overall local income level, arts and cultural circumstances, information and telecommunication basis and activity level, professional human resources, knowledge basis and activities sector), the inequalities between Seoul and five local cities turn out to be very serious. In particular, in the three major sectors(overall local income level, professional and expert human resources, knowledge basis and activities sector) the situation of five local cities is far worse than that of Seoul. Considering the importance of knowlege in the new millenium, the current situation of inequalities between Seoul and local cities darkens the perspectives of future situation in Korea. The policy implication of this study is that the policy instruments which pursue a nation-wide balanced development need to be concentrated on the professional and expert human resources in local areas, so that they can create knowledge basis and activities by themselves in each local area.
