청주시 원도심 쇠퇴의 대응방안에 관한 비판적 검토

국문 초록

청주 원도심은 청주 읍성이 있었던 지역이며 현재까지도 충북도청을 중심으로 청주와 충북의 중심지 역할을 수행하고 있다. 그러나 청주의 인구가 증가하고 도시공간이 외연적으로 확장되면서 원도심은 인구감소와 물리적 노후화를 경험하고 있다. 추가적인 원도심 쇠퇴를 방지하기 위해서 그동안 원도심에는 다수의 도시재생정책이 추진되었으나 지속가능한 원도심 활성화를 위해서는 원도심이 보유하고 있는 장소자산의 활용을 강화하고 업무기능을 유치하기 위한 장기적 전략과 정책이 필요하다. 최근 원도심 일대에는 경관보존지구가 지정되어 건축물고도제한이 강화되는 가운데 광역철도의 원도심 통과를 요구하는 움직임이 본격화되고 있다. 광역철도의 통과가 결정되더라도 원도심의 무분별한 난개발, 젠트리피케이션 그리고 부동산개발 중심의 개발을 지양하기 위해서는 원도심이 보유하고 있는 장소자산의 보전과 시민사회의 합의를 이끌어 낼 수 있는 작업의 필요한 시점이다.

영문 초록

The old downtown of Cheongju is the area where the old castle in Cheongju was located; it still plays a role as the center of Cheongju and Chungbuk, located at the Chungbuk Provincial Office. However, as the population of Cheongju increased and urban space expanded externally, the old downtown experienced population decline and physical aging. To prevent further decline, a number of urban regeneration policies have been promoted in the old downtown, but in order to sustainably revitalize it, archiving work is carried out with institutions that will conduct detailed surveys and studies on the site assets. Recently, a landscape preservation district has been designated in the old downtown, building altitude restrictions have been strengthened, and a movement to demand the passage of the metropolitan railroad's old downtown is in full swing. Even if the passage of the metropolitan railway is decided, it is necessary to preserve the old downtown’s assets and reach a consensus among civil society to avoid reckless development, gentrification, and real estate development-oriented development.
