학령인구 수 추계에 따른 초등교사 수요 예측

국문 초록

본 연구는 지난 2021년 12월 통계청에서 발표한 초등학교 학령인구 수 추계 자료를 이용하여 향후 초등학생 수의 감소에 따른 신규 초등교사 채용 수요를 예측하였다. 초등교육에서 교사 1인당 학생 수가 OECD 평균수준(14.5명), 주요국 중에서 상위 수준인 핀란드 수준(13.5명)에 도달하기 위한 필요 교사 수를 산정하고 향후 퇴직교사 인원 수 추계를 통해서 신규 초등교사 채용 수요를 추계하였다. 추계 결과 핀란드 수준에 도달하기 위해서 연평균 신규교사 채용 인원 수는 678명에서 2,638명 사이가 적절할 것으로 보인다. OECD 평균 수준에 도달하는 것을 기준으로 설정할 경우에는 297명에서 2,150명 사이로 매년 신규 채용을 해나가면 될 것으로 보인다. 그러나 초등학생 수 감소가 매우 급격하게 이루어지는 상황에서 재정적 효율성을 중심으로 한 추계에서는 2030년대 중후반까지 초등교사 신규채용을 전혀 하지 않아도 되는 것으로 나타나며, 초등학생 수 중위 추계로는 2035년도부터 2040년도까지 6년간 연간 3,176여명, 저위 추계로는 2038년도부터 2040년도까지 3년간 연간 2,700여명의 신규 채용만 진행하면 되는 것으로 분석된다. 현재 초등교사 정원 수를 고려한다면 5년 후인 2027년도까지 신규 초등교사를 한명도 채용하지 않고서도 교사 1인당 학생 수가 OECD 평균에 도달하며 초등교사 과원 수가 생기지 않는 것으로 나타나고 있다. 따라서 초등교원양성체제 개편에 대한 진지한 검토가 필요한 시점으로 보인다.

영문 초록

This study predicted the demand for new elementary school teacher recruitment due to the decrease in the number of elementary school students in the future using the estimated data of the elementary school age population announced by the National Statistical Office in December 2021. In elementary education, the number of teachers required to reach the OECD average level(14.5 student teacher ratio) and Finland(13.5), which is the highest level among major countries, is used for the prediction criteria. As a result of the estimation, an average of 678 to 2,638 new teachers seems appropriate to reach the Finnish level. If reaching the OECD average level is set as the standard, between 297 and 2,150 teachers are expected to be newly hired every year. However, in a situation where the decrease in the number of elementary school students is very rapid, in an estimate focusing on financial efficiency, there is no need to hire new elementary school teachers until the mid to late 2030s. According to the low-level estimate, it is analyzed that only 2,700 new hires per year are required for three years from 2038 to 2040. If the current number of elementary school teachers is taken into account, the number of students per teacher will reach the OECD average without hiring a new elementary school teacher by 2027. Therefore, it seems that it is time to review the reform of the elementary school teacher training system seriously.
