국문 초록

이 글은 교육과정심의회의 하부조직으로 참여위원회 신설에 대한 의미와 과제를 제시하는데 목적을 두고 있다. 이 목적의 달성을 위해 다룬 내용은 참여위원회의 신설 배경과 운영의 개요, 참여위원회의 구체적인 추진계획, 참여위원회 운영의 과제를 중심으로 다루었다. 먼저 신설의 배경과 운영의 개요에서는 국가교육과정의 제․개정 과정에서 학생과 지역의 의견을 수렴해 이들 주체의 의견을 공식적으로 교육과정심의회의 각 위원회에 전달하는 방식으로 운영하는 내용을 제시하였다. 다음으로 구체적인 추진계획에서는 학생참여위원회는 사전준비와 참여지원을 통해 참여위원회를 개최하고, 사후지원을 하는 단계를 제시하고, 지역참여위원회는 지역의 교육과정에 대한 개선 의견을 제시하고, 학교별 및 운영위원회에서 이를 검토하여 현장 적합성 제고를 위한 내용과 절차를 제시하였다. 마지막으로 참여위원회의 운영의 과제에서는 성격과 위상의 정립, 국가적 공통성 외의 학생과 지역의 여백의 마련, 대표성 확보에 따른 전문성 취약의 근본적 한계, 피드백 체제의 정비, 국가교육위원회의 교육과정시행령 마련에 대비한 위상의 재정립에 대한 논의를 하였다. 논의 결과 교육과정심의회에 참여위원회를 만든 것은 교육과정심의회의 기능을 더욱 강화시킬 수 있는 계기가 되었다. 그러나 최근 입법예고된 「국가교육과정 제․개정 등에 관한 규정」 규정안에서는 교육과정심의회를 대체하는 기구를 제시하고 있다. 교육과정심의회가 국가교육과정 제․개정에서 견제와 균형을 원리를 통해 학습자의 학습권을 보장하는 역할을 하였다면, 이러한 역할을 제대로 할 수 있는 방향으로 논의될 필요가 있을 것이다.

영문 초록

This article discusses the lower-level organization of the Curriculum Council, participation committees, and it aims to present the purpose and tasks designated in the establishment of participation committees. The contents dealt with to achieve this purpose focused on the background and operation of the participation committees, the specific implementation plan for participation committees, and the tasks of the participation committees. First, in the outline of the background and operation of the new establishment, the opinions of students and of regions were collected in the process of enacting and revising the National Curriculum, and the opinions of these subjects were officially delivered to each committee of the Curriculum Council. In the following specific implementation plan, student participation committees held meetings with preliminary preparation and support for their participation, and regional participation committees presented opinions on improvements to local curriculum, which were reviewed by school and steering committees. Finally, the participation committees discussed setting forth the character and status for the committees to have and resolving the gaps in student and regional committee opinions (other than policies set nationally), fundamental limitations of vulnerability to expertise, maintenance of feedback systems, and the re-establishment of status in preparation for the National Board of Education s curriculum enforcement ordinance. As a result of the discussion, the creation of participation committees under the Curriculum Council served to further strengthen the function of the Curriculum Council. However, the recently announced Regulations on the Enactment and Revision of the National Curriculum suggest an organizational structure that replaces the Curriculum Council. If the Curriculum Council played a role in ensuring learners right to learn through checks and balances in the enactment and revision of the National Curriculum, it would need to be discussed how a new organization could properly play this role.
