국문 초록

본 연구는 우리나라와 유사한 교장자격연수과정을 운영하고 있는 영국의 교장자격제도와 국가교장기준의 최근 동향을 분석하고 국내 선행연구에서 발견된 오류를 비판적으로 분석하여 우리나라의 교장자격제도 개선 및 교장 전문성 기준을 개발을 위한 시사점을 분석하는 데 목적이 있다 이를 위해 문헌분석 방법을 주요 연구방법으로 활용하였다 주요 연구결과는 첫 째, 영국은 일반교사와 학교 리더를 위한 다양한 국가전문자격을 개발함으로써 교사에서 상급리더, 학교장, 고위급 리더로 발달하는 경력 발달 체계를 구축하고 있다 둘째, 교장자격제도는 교육 분야 국가전문자격 체제의 일부로서 학교 리더십 개발과 연계되어 있다 셋째, 교장자격 프로그램 운영은 교육부 산하기관 중심의 중앙집권적 운영 체제에서 대학과 학교연합체 등 다양한 기관(공급자)이 참여하는 분산체제로 변화되었다 넷째, 교장자격 프로그램을 통해 개발해야 할 교장의 지식, 기술, 리더십 행동이 구체화되어 있으며 다양한 교육방법과 현장 실습 기반 평가과제를 통해 이를 개발할 수 있는 기회가 제공되고 있다 다섯째, 국가교장기준은 교장의 전문적 책임을 구체화한 것으로 교장자격 프로그램 구성, 교장 전문성 개발, 교장 성과평가 등에 활용되고 있다 이러한 분석 결과를 토대로 우리나라 교장자격제도를 개선하고 교장 전문성 기준을 개발하는 과정에서 검토해볼 수 있는 과제를 도출, 제언하였다

영문 초록

The purpose of this study is to analyze the recent trends in the headteacher qualification system and national headteachers’ standards in the UK, which operates headteacher qualification training courses similar to that of Korea, and critically analyze errors found in previous studies in Korea. Also, this study aims to suggest the implications for improving the principal qualification system and developing professional standards for principals in Korea. For this study, a literature analysis is the research method. The main research results are: First, the UK builds a career development system that develops from teachers to senior leaders, headteachers, and executive leaders by developing various national professional qualifications programs for general teachers and school leaders. Second, the UK headteacher qualification system is part of the national professional qualification system and linked to school leadership development. Third, the operation of the headteacher qualification program has changed from a centralized system centered on institutions affiliated with the Department of Education to a distributed system in which various institutions (suppliers) such as universities and school associations participate. Fourth, the knowledge, skills, and leadership behaviors of the principal are specified, and these are developed through various educational methods and field practice-based evaluation tasks. Fifth, headteachers’ standards specify the headteacher s professional responsibilities and apply in headteacher qualification programs, headteacher s professional development, and headteacher performance evaluation. Based on the results of this study, tasks that can be reviewed in the process of improving the principal qualification system in Korea and developing the headteacher s professional standards were derived and suggested
