국문 초록

본 연구는 아동보호전문기관 상담원의 학대피해아동 분리보호 결정과정에서 어떠한 경험을 하는지를 탐색하는 것을 목적으로 한다. 분리보호 결정과정에 영향을 미치는 맥락들과 그 과정에서 제기되는 주요 이슈들과 대안들을 탐색하였다. 이를 위해서 사회복지실천과정에서 제기되는 문제들과 의견을 도출하는데 효과적인 포커스집단 면접을 수행하고 주제 분석을 실시하였다. 분석 결과, 아동보호전문기관 상담원들은 학대의 현장성과 실천지혜를 고려하여 종합적인 결정을 하고자 노력하였다. 그러나 실천과정에서는 판단을 어렵게 하는 이슈들이 제기되었으며, 이는 ‘의사결정 관련자들과의 입장차이’, ‘분리보호의 행정 및 절차의 부담’, ‘기관의 전문 인력의 한계’, ‘지역사회 인프라의 한계’, ‘상담가의 내적 가치 충돌’로 나타났다. 실천과정에서 제기되는 이슈들을 최소화하기 위해서 필요한 대안들을 확인하였다. 연구결과를 바탕으로 분리보호 결정과정에 필요한 실천적 함의를 제안하였다.

영문 초록

The purpose of this study is to explore the experiences of workers of Child Protection Service in decision-making the out-of-home placement of abused children. We explored the contexts that affect the process of determining decision-making the out-of-home placement and the key issues and alternatives in the process. To this end, the focus group interview was conducted and the topic analysis was conducted to elicit problems and opinions raised in the social welfare implementation process. As a result of the analysis, CPS workers tried to make a comprehensive decision by considering the field performance and practical benefits of abuse. However, issues that made it difficult to judge were raised in the implementation of practice, which were found to be differences in positions with decision-making stakeholders , ‘difficulties in administration and procedures of out of home placement decision’, constraints of experts’, constraints of basic infrastructure , and internal value conflicts of CPS workers . The alternatives needed to minimize the issues raised in the implementation process were identified. Based on the results of the research, the practical implications needed for the process of determining separation protection were proposed.
