장애인복지 패러다임 변화에 따른 장애인거주시설 사무국장의 장애인 자립관에 대한 실체와 체화 경험

국문 초록

우리나라 장애인복지의 압축성장은 최근 장애인복지 패러다임을 재활 패러다임에서 자립 패러다임으로 급변시키면서 장애인거주시설 종사자들의 자립관에도 많은 영향을 미치고 있다. 이에 본 연구는 장애인거주시설 사무국장의 장애인 자립관의 실체와 체화 경험을 Strauss와 Cobin의 근거이론 방법을 적용하여 수행하였다. 연구 참여자는 근무경력 10년 이상의 장애인거주시설 사무국장 6명을 대상으로 심층면접을 실시하였다. 축 코딩에서 패러다임 범주분석 결과 인과적 조건은 ‘인권문제에 대한 사회적 각성’이었고, 핵심현상은 ‘패러다임 전환에 따른 미래의 불확실함’이었다. 결과는 ‘자립 패러다임 실천의지’, ‘삶의 다양성 찾기’로 나타났다. 장애인거주시설 종사자의 장애인복지 패러다임 전환에 따른 미래의 불확실함에 대한 과정은 ‘자립 패러다임 직면에 따른 소극적 순응’, ‘변화 모색의 단계’, ‘시도의 단계’, ‘조류에 따라감’의 4단계로 분석되었다. 선택 코딩에서 핵심범주를 중심으로 유형을 분석해 본 결과, 패러다임 전환에 대해 ‘적극 추진형’, ‘현실 수용형’, ‘대처 취약형’의 3가지 유형으로 분석되었다. 이 연구를 통한 사회복지 실천적 제언으로 첫째, 개별지원계획과 서비스를 체계화하고 중심 업무로 발전시켜 자립지원 경험을 축적시키고, 긍정적 자립관을 확산시켜야 한다. 둘째, 시설 소규모화를 위한 예산, 인력지원이 필요하다. 셋째, 시설을 퇴소한 장애인의 자립을 지원하는 지원체계와 제도정비가 필요하다. 넷째, 자립을 지원하기 위한 다양한 프로그램 활성화가 필요함을 제시했다.

영문 초록

The compression increase of the Korean handicapped welfare is having a great effect even on the independence view of the people engaged in the disabled residential facility as the handicapped welfare paradigm has rapidly been changed from the rehabilitation paradigm to the independence paradigm recently. Hereupon, this study applied the grounded theory method by Strauss & Cobin to the reality and the embodied experience of the view on the disabled person independence by the director of the disabled residential facility. The in-depth interview was conducted targeting 6 directors of the disabled residential facilities with more than 10 working years. As a result of analyzing the paradigm category at the axis coding, it was confirmed that the causal condition was the ‘social arousal on the human right problem’and the core phenomenon was the ‘future uncertainty following the ‘paradigm conversion’. The result appeared as the ‘will to carry out the independence paradigm’ and ‘finding the diversity of life’. The process on the future uncertainty following the handicapped welfare paradigm change of people engaged in the disabled residential facility was classified into 4 stages: ‘passive adaptation following the encounter with the independence paradigm, ‘stage of seeking the change’, ‘stage of attempt’, and ‘following the stream of times’. As a result of analyzing the types focusing on the core category at selective coding, the paradigm change was classified into 3 types: ‘aggressive forwarding type’, ‘reality acceptance type’, and ‘vulnerable handling type’. When it comes to the social welfare practical suggestion through this study, first, the individual support plan and the service should be systematized, the independence support experience should be accumulated by developing them into the core business, and positive sense of independence should be expanded. Second, the budget and the manpower support for the policy of making into small scale are required. Third, the support system and the system maintenance which support the independence of the disabled who left the facility are required. Fourth, it is necessary to activate various programs for supporting the independence.
