국문 초록

본 연구는 현행 장애인 비례대표 제도가 장애인의 입장에 근거한 장애인의 의회정치 참여를 지향하는 제도가 아니라, 공공선에 입각한 대의민주주의에 근거하여 장애인을 정치 공간에 ‘끼워주는’ 제도이었음을 논증하고자 한다. 이를 위해 본 연구는 첫째, 대의민주주의에 근간하는 현행 비례대표제를 비판하고, 둘째, 이에 대한 대안적 규범으로 Iris Marion Young의 『차이의 정치』를 제시하며, 셋째 이 입장에서 장애인의 의회진출 방안을 모색한다.

영문 초록

This study intends to argue that the current proportional representation system for the people with disabilitiesis not a system that aims for the disabled to participate in parliamentary politics based on the position of persons with disailities, but a system that inserts the persons with disabilities into the political space based on representative democracy for the public good. To this end, this study firstly diagnoses the significance and limitations of the disabled people s entry into parliament through the current proportional representation system, secondly presents Iris Marion Young s 『Politics of Difference』 as an alternative norm for this, and from this point of view, thirdly seeks ways for people with disabilities to enter the parliament.
