서울특별시 교육경비보조금의 공평성 분석

국문 초록

본 연구는 최근 지속적으로 증가하고 있는 서울시 교육경비보조금을 기초자치단체별 규모와 지원항목별로 교육재정의 공평성을 분석하였다. 분석은 2016년~2020년의 5년간 자료를 바탕으로 재정자립도를 포함하여 광역자치단체와 비교한 서울시의 교육경비보조금 규모 순위, 서울시 기초자치단체별 교육경비보조금 규모 순위, 서울시 교육경비보조금의 보조사업 범위별 지원 현황, 서울시 기초자치단체별 단위 학교, 단위학급, 학생 1인당 교육경비보조금 현황을 살펴보았다. 연구결과를 종합하면 다음과 같다. 첫째, 각 광역자치단체별 교육경비보조금 현황에서 수평적 공평성과 재정적 중립성이 이루어지고 있지 않다고 볼 수 있다. 반면, 교육경비보조금이 수직적 공평성에 기여하고 있다. 둘째, 서울의 교육경비보조금은 학생 1인당 교육비 비교에서 재정적 중립성에 기여하고 있다. 셋째, 서울시 기초자치단체별 교육경비보조금의 지원 현황에서 각 자치단체 간의 재정적 중립성이 이루어지고 있지 않다고 볼 수 있다. 넷째, 서울시 기초자치단체별 단위 학교, 단위학급, 학생 1인당 교육경비보조금 현황에서는 각 기초자치단체별 보조금의 순위가 2개년 동안 유사하게 나타나고 있으며, 각 자치단체 간의 수평적 공평성이 이루어지고 있지 않다고 볼 수 있다. 연구결과를 바탕으로 교육재정의 공평성 측면에서 정책적 제안을 하면 다음과 같다. 첫째, 각 광역자치단체별, 기초자치단체별 그리고 단위 학교별 교육경비보조금이 수평적 공평성을 바탕으로 합리적으로 분배될 수 있도록 제도를 보완해야 한다. 둘째, 서울시 각 기초자치단체별 교육경비보조금의 지원 현황 대한 공통의 집행 기준을 만들어야 한다. 셋째, 서울시 기초자치단체별 단위 학교, 단위학급, 학생 1인당 교육경비보조금 규모에 대한 공평성에 대한 지속적인 관심이 필요하다.

영문 초록

This study analyses the equity on education finance of Seoul Metropolitan Government s education subsidies, which has been continuously increasing in recent years, with respect to the local government authorities and the subsidized items. The analysis is based on five years data from 2016 to 2020 and includes Seoul Metropolitan Government s ranking of education subsidy compared to other metropolitan governments, ranking of education subsidy by local government authorities in Seoul, areas of subsidized programs, and education subsidy per school, per class, per student. The study results indicate that first, there is a lack of or no horizontal fairness in the status of education subsidies by each metropolitan government, instead, educational expenses subsidies are contributing to vertical fairness. Second, there are contributions of fiscal neutrality in the status of education subsidies between local government authorities in Seoul. Third, financial neutrality between each local government is not achieved in the current status of subsidies for education expenses by basic local governments in Seoul. Fourth, the ranking of education subsidy per school, per class, per student of each local government authority has been similar for the last two years, with no or lack of horizontal fairness between local government authorities. Based on the study results, the following policy suggestions for the fairness of education finance can be drawn. First, the education subsidy system needs to be improved based on the horizontal fairness for funds distribution to metropolitan governments, local government authorities, and schools. Second, guidelines for the education subsidy execution for local government authorities in Seoul. Third, continuous attention is required to the fairness of the subsidy amount per school, per class, and per student of each local government authority.
