국문 초록

본 연구는 우리나라에서 방과후학교가 어떤 과정을 거치면서 발전하여 왔고, 오늘날 정책적 기능과 역할은 무엇이며, 앞으로 우리 공교육에 어떠한 영향을 미치면서 발전해 나갈 것인지를 탐색하고자 하였다. 구체적으로 첫째, 방과후학교가 어떠한 교육 철학적 토대와 기반을 가지고 있으며, 역사적으로 어떠한 교육개혁 요구에 대응하면서 발전해왔는지를 살펴보았다. 둘째, 그동안 학생 개인의 방과후학교 참여에 따른 효과에 한정하였던 논의를 확장하여 앞으로 하나의 교육제도로서 방과후학교의 시행이 공교육 전반과 사회에 미치는, 그리고 앞으로 미치게 될 영향을 탐색하였다. 본 연구의 결과에 따르면, 그 동안 방과후학교는 교육 수요자의 현실적 필요와 정부차원의 정책적 요구에 효과적으로 부응하면서 발전하여 왔다. 또한 오늘날 활발히 형성되고 있는 방과후학교 시장의 힘을 토대로 꾸준히 발전할 것으로 전망된다. 본 논문은 앞으로 방과후학교가 공교육 및 사교육과 함께 한국의 교육을 구성하는 중요한 교육제도의 하나로 발전할 가능성이 있음을 제시하였다.

영문 초록

This study examined historical development, policy goals, and future prospect of after-school programs in Korea. It investigated what philosophical foundations after-school programs have relied upon, what goals they have pursued, and what kind of social and educational needs they have responded to. This research also examined the impact of after-school programs on the public education system in general. The study found that after school programs in Korea have evolved effectively responding to educational needs of students and playing important roles as a public policy with a variety of goals including reduction of private tutoring expenditure of parents and providing extra educational opportunities to the disadvantaged. It was also found that after-school programs are expected to continue along with the growing market for educational activities of students after regular school hours. Finally, the study suggests that it is highly possible that after-school will be developed as an educational institution along with public schooling and private tutoring which have already been considered as institutions.
