교육바우처 적용 사례연구

국문 초록

본 연구는 교육현장에 바우처제도가 도입됨으로 인해 일선 교육현장에서 초래된 변화의 양상을 분석하는데 초점을 두고 다음의 연구문제를 검증하고자 하였다. 첫째. 교육바우처의 작동원리는 무엇인가 둘째, 방과후학교 자유수강권 수혜자들의 선택은 어떤 양상을 보이는가. 셋째, 방과후학교 프로그램 공급자들 사이에 경쟁의 양상은 어떠한가. 넷째, 방과후학교 자유수강권제도를 운용함에 있어 운영주체들은 어떠한 역할을 수행하고 있는가이다. 연구결과 방과후학교 자유수강권은 이론적 논의나 정책에서 가정하고 있는 교육 바우처 모델과는 상당히 다르게 운용되고 있었다. 시장이 성숙하지 않은 상태에서 소비자 선택권은 매우 제한적인 범위를 갖고 있었으며, 공급기관의 독과점적인 교육서비스 제공을 오히려 강화시키는 기제로 작용하고 있었다. 낙인효과방지를 위해 자유수강권 수혜학생들만을 위한 프로그램을 금지함으로써 저소득층 학생들의 환경적, 학습적 측면의 특성이 충분히 고려되지 않고 있었다. 이상의 분석을 통해 본 연구가 교육서비스 공급방식으로서의 바우처 정책에 가지는 함의는 다음과 같다. 첫째, 바우처로 제공되는 자유수강권의 목적이 교육격차해소인지, 상위정책인 방과후학교 활성화인지 명확히 성격을 규정할 필요가 있다. 둘째. 관리비용에 관한 제도적 뒷받침이 필요하며 단위학교와 교사의 관리부담을 최소화하는 방안이 필요하다. 셋째, 바우처제도에는 정부의 책무성이 충분히 전제되어야 하며, 단위학교 책임경영을 위한 자율권이 보장되어야 한다.

영문 초록

The aims of this paper are: firstly, to examine what the operating principles underlying the education voucher system are in theory; secondly, to investigate how voucher recipients choose the programmes offered at school sites and what it is that characterizes their choice of courses; thirdly, to examine how suppliers of education vouchers compete with each other to win contracts; and finally to explain what LEAs and individual schools do in the education voucher service provision. The research results are as follows. The system of free after-school vouchers is completely different from those assumed by the authors of the voucher policy. In a situation where the market is not mature, the diversity of choice consumers expect to enjoy is inevitably limited. Also, the individual school has been monopolized in terms of supply, the choice of recipients has been limited. In addition, individual schools have not considered the learning environments each student recipient faces –the worrying so-called ‘labelling effect’. The policy suggestions are as follows, first, voucher policy should be designed with a specific policy goal distinct from that of any other policy. Secondly, institutional financial support for the management costs should be offered, and the administrative burden on individual schools and teachers minimized. Thirdly, students from low-income families are not left out through because of a lack of information and can have the right to choose programmes provided by the voucher system. Lastly, individual schools must be empowered to experiment with responsibility management on their own.
