‘농촌형’ 방과후학교 발전모델 탐색

국문 초록

이 연구는 농촌의 방과후학교 발전모델을 탐색하는데 그 목적이 있다. 이를 위하여 농촌학교의 특성을 분석하였고, 정부의 농촌 방과후학교 지원사업을 검토하였으며, 농촌 학생의 방과후학교에 대한 인식을 파악하였다.농촌학교는 여러 취약점이 지적되어 오고 있으나 농촌학생들의 학습경험, 학습환경, 학습자원 차원에서 강점도 확인되었다. 정부의 농촌 방과후학교 지원사업은 농촌학교의 강점보다는 취약점을 극복하는 데 치중하여 왔다. 농촌학생들은 도시 학교에 비해 방과후학교 참여율이 높은 반면에 방과후학교 교육활동이 시급히 개선되어야 할 필요가 있다고 인식하는 것으로 나타났다. 농촌 방과후학교의 발전모델로 정규 교육과정과의 연계 강화와 지역공동체 형성 차원에서 ‘통합형’, 농촌학생의 가정결손 보충 차원에서 ‘복지형’, 농촌학교의 강점을 살려 농업․농촌의 가치 반영 차원에서 ‘특화형’, 수요자 중심의 원칙에서 탈피하여 전문적 관리를 중시하는 운영 차원에서 ‘전문형’ 그리고 ICT를 활용한 교육방법의 개선 차원에서 ‘첨단형’ 운영모델을 제안하였다. 정책적 제언으로 방과후학교 담당자의 역량 강화 프로그램 운영, 방과후학교 우수 프로그램 공모 지원, 방과후학교 우수 사례 발굴 및 확산, 농촌 방과후학교 재능 기부 활성화, 농촌 방과후학교 전담 지원센터 설립 및 운영 등을 제시하였다.

영문 초록

The purpose of this study is to explore the developmental model of after-school in rural area. It has analyzed features of rural school, and reviewed the government projects supporting after-school program of rural areas, and investigated students’ perception on after-school program in rural areas. The result indicated that rural schools have advantages and strengths in learning experiences, environment, and resources for learning, although a lot of weakness are also mentioned. The government support projects have focused on supplementation to weakness rather than enhancement of advantages. The rural students attend after-school programs much more than the urban students, and have a perception that after-school activities need to be improved urgently. This study has proposed five developmental models of rural after-school: ‘integrated model’ for accelerating connection to regular curriculum and forming regional community, ‘welfare model’ for compensating for disadvantaged rural students, characterized model utilizing the strengths of rural school, ‘specialized model’ for emphasizing on professional management overcoming comsumer oriented principle, and ‘high-technology model’ for improving instructional method by using ICT. Finally, it has been discussed and suggested as policy implications to provide a competency developing program for persons in charge of after-school, to provide incentives for excellent after-school programs, to search and diffuse excellent cases, to facilitate talent donation for rural after-school, and to establish and operate the supporting center for rural after-school.
