스포츠이벤트의 대테러 위기관리에 관한 연구

국문 초록

개인들의 여가선용 형태는 매우 다양한 형태로 표출될 수 있는데, 이러한 여가활동 중의 한 가지가 바로 스포츠이벤트라고 할 수 있다. 물론 스포츠이벤트는 오랜 역사 속에서 형성되어 온 것이기도 하겠지만, 최근 들어 메가 스포츠 등과 같이 다양한 형태로 개최되면서 그 규모와 형태 또한 다양화를 초래하고 있다. 결국 스포츠이벤트에 참가하는 주최자, 선수 및 임원, 참가자들이 해당 스포츠이벤트를 즐김으로서 삶에 대한 행복, 기쁨, 즐거움과 활력소를 느끼면서 평화를 기여하는 장소와 기회가 되어야 함에도 불특정 세력에 의하여 자행된 테러범죄로 인해 그 행사 혹은 행사 장소가 공포와 충격을 안겨주는 곳이 되어서는 곤란하다는 점이다. 이에 본 연구는 스포츠이벤트 행사에 관한 대테러 위기관리 인식을 실증적으로 규명하기 위하여 경찰, 군, 소방 응답집단과 응답자의 특성에 따른 차이 분석을 실시하였다. 우선 연구가설에 대한 검증을 실시한 결과, 응답집단에 따른 위기관리의 차이분석에서는 대응단계에 대해서만이 유의한 차이가 나타났는데, 소방관은 경찰관 및 군인보다도 대응단계에 대해서 높은 평가를 하였다. 다음으로 응답자의 연령, 학력, 대테러 교육 참가 경험과 출동 경험에 따른 위기관리의 차이분석에서는 부분적으로 유의한 차이가 나타났다. 첫째, 대테러 관련 교육경험이 4회 이상인 경우는 4회 미만인 경우보다도 복구단계를 제외한 모든 단계에서 높은 반응을 보였다. 둘째, 대테러 관련 출동경험이 1-2회 인 경우는 0회 및 3-4회의 경우보다도 완화단계에 대해서 높은 응답을 하였다. 셋째, 연령이 50대 이상인 경우는 완화, 준비, 대응 단계에서 다른 연령보다도 이에 대한 인식을 높게 지니고 있는 것으로 나타났다. 넷째, 학력이 중졸이 경우는 완화와 준비단계에 대해서 다른 학력자들보다도 이에 대한 인식을 높게 보였다. 다음으로 일표본에 대한 T-검증을 실시한 결과 교육훈련 실시의 필요성과 국제적인 대테러 관련 정보 공유 및 사전 예방책 마련과 국내 스포츠이벤트 관련 대테러 발생 시 업무분장의 명확한 규정화 및 임무부여 등의 노력이 절실히 필요함을 알 수 있다.

영문 초록

People use their spare time in many different ways, and one of the popular activities is sports events. Sports events have a long history, but recently, they are diversifying in terms of scale and form, with the opening of different styles such as mega-sports. Ultimately, sports events should be a place and opportunity where the hosts, players, executives and participants enjoy sports to feel joy, happiness, fun and energy and contribute to peace, but the problem is that crimes of terror executed by uncertain forces have turned events or places of events into places of fear and shock. Therefore, this study comparatively analyzed the characteristics of police, military and fire fighter groups to practically reveal awareness on counter-terrorism crisis management of sports events. First, as a result of verifying the study hypothesis, there was a significant difference only in counteractive stage between the crisis management of the different groups, and fire fighters highly evaluated the counteractive stage compared to police or military. Next, there was a partially significant difference between crisis management according to age, experience, counter-terrorism education experience and mobilization experience of subjects. First, those who participated 4 or more times in counter-terrorism related education reacted higher than those who participated less than 4 times in all stages except for the restoration stage. Second, those with 1 to 2 times experience in counter-terrorism mobilization responded highly in the stage of ease compare to those with no experience of 3 to 4 times experience. Third, those who were 50 years of age or older had a higher awareness in ease, preparation and counteractive stages compared to other age groups. Fourth, those who received education up to middle school had a higher awareness in the ease and preparation stages compared to those with different levels of education. A t-test was carried out on one sample group, and the results showed the need for efforts such as education and training, information sharing on counter-terrorism, a prevention plan, division of duties and clear rules in the case of a terror.
