국내 프로야구 발전을 위한 제도 개선의 방향

국문 초록

출범 당시 정치적인 목적에 의해 탄생한 국내 프로야구는 지속적인 발전을 거듭하여 오늘날 프로스포츠 중 가장 사랑받는 국민의 스포츠로 자리 잡아가고 있다. 하지만 초창기 정부차원에서 재력이 있는 대기업들의 참여로 출발하게 됨에 따라 기업의 그룹명을 앞에 사용하게 되었다. 구단의 자체 수입에 의해서는 운영이 불가능한 현실이므로 홍보비의 명목으로 지원금을 받아 구단을 운영해 왔다. 이러한 구단명은 현재까지 이어져왔고, 한때 지역연고제라는 말이 무색할 정도로 지역사회 홍보와 경제효과에 소홀하게 됨으로써 지역주민들의 팀에 대한 애착과 관심이 떨어지는 결과를 초래하기도 했다. 또한 「스포츠산업진흥법」개정에 따른 지자체의 경기장 위탁 기간에 대한 조례 개정이 아직 이루어지지 않고 있으며, 구단이 전적으로 경기장 운영권을 소유하지 못하는 구조는 결국 구단이 수익을 내기 위한 시설의 개선 사업에 제한을 받고 관중들은 수준 높은 서비스를 제공받지 못한다는 문제점이 있다. 본 논문에서는 국내 프로야구 발전을 위한 제도의 개선 방향으로 연고지 제도와 경기장 운영권에 대해 관련 자료와 법적 근거 자료를 토대로 살펴보았으며 구단의 자생력을 성장시키는데 저해가 되는 내용들을 확인할 수 있었다. 이에 따라 연고지 제도 및 경기장 운영권 제도의 개선방안을 다음과 같이 제언하고자 한다. 첫째, 도시 연고지 제도에 걸맞게 구단명에 연고 도시명을 표기하는 제도를 의무화 할 필요가 있다. 둘째, 「스포츠산업진흥법」에 맞게 지자체의 체육시설 관리운영 조례를 개정할 필요성이 있다. 셋째, 구단이 전적으로 경기장 운영권을 보유할 수 있는 제도의 보완이 필요하다.

영문 초록

However, in the early years, as the government began to participate in the participation of large corporations, the group name of the corporation was used in advance. Since it is a reality that can not be operated by the club s own imports, it has received funding in the name of promotional expenses and has operated the club. These clubs have continued until now, and once the local synagogue system has been neglected in the publicity and economic effects of the community, it has resulted in the loss of the attachment and interest of the local people s team. Also, the amendment to the Sports Industry Promotion Act has not yet amended the regulations on the duration of the stadium s own arena stadium, and the structure of the stadium does not fully own the stadium operating rights will ultimately limit the club s ability to improve its facilities And the crowd does not receive high-quality service. In this paper, we review the professional baseball franchise system and the stadium operating rights based on the related data and the legal basis data in order to improve the system for domestic professional baseball development. Accordingly, we suggest the following ways to improve the Professional Baseball Franchise System and the stadium operating rights. First, it is necessary to mandate the system to indicate the name of the city in the team name so as to be compatible with the Hometown city system. Second, there is a need to amend the regulations on the administration and management of sports facilities in local governments in accordance with the Sports Industry Promotion Act. Third, It is necessary to supplement the system in which the club can hold stadium operating rights entirely.
