국문 초록

이 논문의 목적은, 오우크쇼트의 ｢인간행위론｣을 중심으로, 최근 초중등학교와 대학교를 가리지 않고 교육개혁의 주장으로 들리는 ‘역량기반 교육’을 비판적으로 검토하는 것이다. 역량과 역량기반 교육은 1920년대 이후 경영학에서 시작되어 OECD에서 추진한 인적 자원의 국제적 표준화와 맞물려 급부상했다. 이러한 경향성에는 행위를 잘 하게끔 하는 교육은 무엇인가, 교육과 인간행위 사이의 논리적 관련은 무엇인가 하는 이론적 질문이 담겨있다. 역량기반 교육은, 실제적 맥락에서 기대하는 성공한 행위를 하기 위해 지식, 기술, 태도가 집약된 역량을 기르는 교육을 말한다. 이를 위해서 실제 활동을 중심으로 교육내용과 방법의 변화를 도모하고자 한다. 그러나 오우크쇼트의 관점에 의하면, 첫째, 인간행위에 담긴 총체성은, 문제사태를 해결하고 기대하는 성과를 얻기 위해 동원되는 능력들의 집합체를 의미한다기 보다, 행위를 주고받는 지적인 행위자들이 학습해야 할 행위전통, 문명 전체를 가리킨다고 보아야 한다. 둘째, 인간행위에 담긴 맥락성은 기대하는 행위를 성과로서 도출하기 위해서 지식이 활용되어야 하는 맥락을 가리키는 것이 아니다. 인간행위에서 맥락이란 그것 자체가 행위자의 이해의 산물, 학습의 산물이다. 셋째, 역량 개념에 담긴 학습가능성은, 역량이 지속적으로 계발되고 발달될 필요가 있다는 의미일 뿐이지만, 행위에 담긴 학습의 가능성은, 끊임없이 이해를 추구하도록 하는 배움에의 초대여야 한다.

영문 초록

The purpose of this thesis is to critically examine ‘competence-based education’ through Oakshott’s On Human Conduct. Competence-based education is an argument for educational reform in both elementary and secondary schools and universities. It started in business administration after the 1920s and rose rapidly in line with the international standardization of human resources promoted by the OECD. This tendency contains theoretical questions about what education makes to act well, and what is the logical relationship between education and action. Competency-based education presuppose competencies that are concentrated in knowledge, skills, and attitudes in order to perform expected successful activity in a practical context. To this end, it intends to promote changes in educational content and methods focusing on actual activities. However, according to Oakeshott s view, first, the totality contained in human activity does not mean the aggregate of abilities to solve problems and achieve expected outcomes, but rather the tradition that the intellectual agent must initiate into. Second, the contextuality contained in human activity does not refer to the context in which knowledge must be utilized to derive expected outcomes. It is itself a product of the agent s understanding and learning. Third, the learnability contained in the concept of competency only means that the competency needs to be continuously developed and developed, but the possibility of learning in the action should be an invitation to learning that leads to the continuous pursuit of understanding.
