국문 초록

이 연구는 대입제도에 대한 교원과 학부모 간의 정책갈등 과정과 원인을 분석한 뒤, 이에 근거하여 갈등완화 방안을 제안하는 것을 목적으로 한다. 연구 대상 시기는 박근혜정부와 문재인정부 시기의 정책갈등을 대상으로 하였다. 연구목적 달성을 위해 정책갈등의 과정을 갈등 발생단계, 갈등 증폭단계, 갈등 완화단계로 구분하여 분석하였고, 정책갈등 원인 분석을 위해서는 인식측면, 구조측면, 정치측면을 분석하였다. 분석결과, 교원과 학부모 간 정책갈등 과정은 박근혜정부 시기 발생하기 시작하여 문재인정부에서는 갈등이 증폭되었다가 현재 갈등 완화단계인 상태였다. 정책갈등의 핵심쟁점은 수시 학생부종합전형과 정시수능전형의 비율 문제였다. 정책갈등 원인으로는 교원과 학부모 간 대입제도에 대한 인식 차이, 집단구조의 특성과 고등교육법 미비, 정부의 정책갈등 완화 노력 미흡 등으로 분석되었다. 본 연구는 이러한 분석결과에 근거하여 정책갈등 해소를 위해 인식‧구조‧정치 개선 방안을 제안하였다.

영문 초록

The purpose of this study is to analyze the process and cause of policy conflicts between teachers and parents on the college admission system, and then propose ways to ease conflicts based on this. The study target period was the policy conflicts between the Park Geun-hye administration and the Moon Jae-in administration. In order to achieve the research purpose, the process of policy conflict was analyzed by dividing it into conflict occurrence stage, conflict amplification stage, and conflict mitigation stage. To analyze the causes of policy conflicts, the perceptual, structural, and political aspects were analyzed. As a result of the analysis, the process of policy conflicts between teachers and parents began to occur during the Park Geun-hye administration, and the conflict was amplified in the Moon Jae-in administration, but the conflict is now being mitigated. The key issue of the policy conflict was the ratio between the occasional student record comprehensive entrance exam and the regular entrance exam. The causes of the policy conflicts were differences in the perception of the college entrance system between teachers and parents, the characteristics of the group structure and the lack of higher education laws, and the government s inadequate efforts to mitigate policy conflicts. Based on these analysis results, this study proposes ways to improve awareness, structure, and politics to resolve policy conflicts.
