다차원 정책분석 모형을 활용한 교육실습제도 분석 및 개선방안

국문 초록

본 연구에서는 현행 교육실습제도가 교원양성 교육과정 중에서 그 효과성과 교직 적응에의 도움 정도에 있어 상대적으로 높은 평가를 받고 있다. 그러나, 특히 중등교육실습의 경우, 사범대학과 실습학교 간의 대화와 협력이 결여된 채 교육실습의 질이 단위학교의 실습지도 교사에 의해 상당 부분 결정되고, 대학은 교육실습 운영에 참여하지 못하는 ‘방임형 교육실습’에 머물고 있다는 비판을 받는다. 본 연구는 이러한 비판을 심층적으로 분석해 보고, 그 개선방안 탐색을 목적으로 한다. 구체적으로는 지금까지 이루어진 교육실습에 대한 선행연구들을 고찰하고, Cooper 외(2004)가 제안한 다차원적 정책분석 모형을 바탕으로 현행 교육실습제도의 문제점을 다각적인 측면에서 분석, 진단하고 실효성 있는 방안들을 제시하고자 하였다. 분석결과, 규범적 차원에서는 현행 교육실습제도의 문제점으로는 교육실습 환경에 따라 예비교사의 역량강화 결과는 차이를 보였다는 점, 구조적 차원에서는 학생들이 절대적으로 체감하는 실습기간의 양이 적기도 하고, 다른 선진국에 비해서 상대적인 실습기간도 짧다는 점, 구성적 차원에서는 교육실습에 관여하는 모든 이해관계자들의 노력이 필요하다는 점, 기술적 차원에서는 문제들을 개선할 공식적 창구가 없다는 것 등이 제시되었다. 이에 본 연구에서는 각 차원별로 다음과 같이 개선방안을 제언하였다. 규범적 차원은 교육실습제도의 목적에 대해 예비교사의 교직에 대한 적성 확인 및 교직 역량 증진이라는 본래의 가치가 잘 실현되고 있는 지 확인할 필요가 있으며, 구조적 차원에서는 교육실습 시간의 확대를 제안하였다. 그리고 구성적 차원에서는 교육실습제도 관련 구성원들(교육부, 시도교육청, 현직교사, 예비교사 등) 간 공통의 책무성 강화를 제안하였다. 끝으로, 기술적 차원에서는 교육실습제도에 대한 긍정적 요소뿐만 아니라, 부정적 요소 제거에도 집중하여 현장 목소리를 반영할 공식적인 창구가 필요함을 제언하였다.

영문 초록

The purpose of this study is to reflect on the criticism that the current Teaching Practicum is staying in the disposable teaching practice although it is relatively highly evaluated in terms of its effectiveness and level of help in adapting to teaching positions among teacher training curricula. Based on the multi-dimensional policy analysis model proposed by Cooper et al (2004) and considering the preceding studies on education practice conducted so far, the government wanted to analyze, diagnose, and present effective measures for problems in the current education practice system from various aspects. Looking at the improvement measures of the current Teaching Practicum derived from this study, it proposed the need to re-examine the role of influential people and institutions of the original value of checking the aptitude of prospective teachers for teaching positions and enhancing teaching skills at a normative level. On the structural level, it was proposed to increase the time spent on training practice. On a constructive level, it proposed strengthening common responsibilities among the relevant members of the Teaching Practicum (such as the education ministry, municipal and provincial education offices, incumbent teachers, and prospective teachers). Finally, at the technical level, it was proposed that a formal window should be opened to reflect the field voice, focusing not only on the positive factors for the Teaching Practicum but also on the elimination of the negative factors.
