국문 초록

이 연구의 목적은 농업계 전공/대학에서 재학생을 대상으로 영농정착 인력을 조기 발굴하고, 체계적인 양성을 위하여 실시되고 있는 농과대학 영농정착교육과정을 평가하고, 개선 방안을 수립하는 데 있다. 기존 평가편람과 관련 연구들을 종합하여 평가편람 초안을 개발한 후 타당성 검토를 통해 의견을 수렴하였다. 의견을 바탕으로 3명의 사업단장을 포함한 워크숍을 통해 100점 만점의 3영역-12항목-19부문-26지표인 평가편람을 개발하였다. 평가의 과정은 11개 대학의 영농정착교육과정 사업단이 평가편람을 기준으로 작성한 자체평가를 위촉한 평가단이 서면으로 1차 평가한 후 현지방문평가를 통해 평가 결과를 확정하였다. 평가 결과에 따른 개선 방안은 다음과 같다. 첫째, 학생수준에 따른 차별화된 목표와 현실적인 목표를 세울 필요가 있다. 둘째, 적극적인 홍보와 커리어포트폴리오 등을 활용하여 영농의지가 강한 학생을 선발할 수 있는 환경을 마련 할 필요가 있다. 셋째, 졸업생의 영농정착률에 높은 관심을 가질 필요가 있다. 넷째, 대학은 지속적인 성과를 위해서 영농인 육성을 중요한 역할로 받아들일 필요가 있다. 다섯째, 프로그램의 공동개발이 요구된다.

영문 초록

The purpose of this study was to evaluate the Farming Settlement Programs (FSP) in agricultural colleges, which are designed for students to be farmer, and to suggest strategies for improving the program. Based on the literature review and workshops, the researchers developed the 100-point evaluation criteria which consist of 3 domains, 12 items, 19 parts and 26 indexes. The evaluation was implemented through 3 step process. First, the FSP heads were asked to evaluate their own program. Second, entrusted experts examined the did documentaries which were submitted by each FSP. Third, the expert implemented the site visit based on documentary examination and made a final evaluation decision. The major findings of the study can be summarized as follows: First, differentiated and realistic goals of the program need to be established based on the student level. Second, the systems selecting students who have a strong desire to be a farmer need to be established. Third, the colleges need to be enthusiastic about increasing the rate of becoming farmers through the program. Forth, the colleges should make continuous efforts for farmers education Fifth, the programs need to be jointly developed and improved.
