시나리오 플래닝을 활용한 농촌지도사업 조망

국문 초록

이 연구의 목적은 시나리오 플래닝을 활용하여 농촌지도사업의 미래를 조망하는 데에 있다. 이를 위해 문헌분석 및 이해관계자 인터뷰를 통해 농촌지도사업의 외부환경 변화를 분석하고 핵심진술을 분류하였다. 전문가 설문조사와 워크숍을 통해 핵심진술에서 19개의 시나리오 상수와 7개의 시나리오 변수를 도출하였으며, 추세기반 시나리오, 규범적 시나리오, 대조적 시나리오 등 4개의 시나리오를 개발하였다. 가장 긍정적인 시나리오는 ‘멋진 신세계, 기회의 미래, 유토피아’로 농촌지도사업의 영역이 확대됨에 따라 역할이 다양해지고, 농업농촌의 여건 개선이 이루어질 미래이며, 최악의 시나리오는 ‘총체적 난국, 디스토피아, 사면초가’로 농촌진흥기관의 사업영역이 농업행정 및 민간에 대부분 이양됨에 따라 농촌지도사업의 역할이 대폭 축소되고 농업과 농촌 여건이 어려워지는 미래이다. 실현가능성이 높은 추세기반 시나리오는 ‘매우 느린 변화’로, 가까운 미래의 모습이 현재와 크게 다르지 않다고 보는 것이며, 실현 가능성이 어느 정도 있는 대조적 시나리오는 ‘배수의 진, 작아진 파이’로, 농촌진흥기관의 사업영역이 축소되었으나 여전히 농촌지도사업의 필요성을 부각시킬 수 있는 기회가 있는 미래이다. 이러한 시나리오들은 농촌지도의 미래 전략을 수립하는데 중요한 자료로 활용될 수 있을 것이다.

영문 초록

The purpose of this study was to prospect the future of agricultural extension service using the method of scenario planning. To meet this purpose, we reviewed literature, conduct series of stake-holder interview, and classify the critical statements and put them in order by subjects. Critical statements by subjects are classified as 19 constants and 7 variables applying the Wilson Matrix through the agricultural specialist opinion survey. In following workshop, agricultural experts developed scenarios in the light of constants, variables, and options. Future predictions limited to the next 5 years. Finally, we could develop 4 scenarios – a trend-based scenario, two normative scenarios, and a constant scenario. The detailed findings of them as follows. First, the most positive scenario, which named ‘Brave New World, Future in Opportunity, Utopia, means the future that the roles of agricultural extension service diversified as the domain expands and conditions of agriculture and rural area are improved. Second, the worst case of scenario, which named ‘Omnishambles, Dystopia, Being surrounded by enemies on all sides’, is supposed that the roles of public agricultural extension service drastically reduced by transferring most of agricultural extension service area to agricultural administration body or private sector and the conditions of agriculture and rural area are getting hard. The trend-based scenario that is likely to be realized is very slow change , and the outlook for the near future is not so different from the current one. The contrast scenario that is likely to be realized too is ‘Burning Boats, the Small Pie’, and it is developed by the assumption that there is still an opportunity to highlight the necessity of agricultural extension service although the business are has been reduced. The results of this study can be used as a basic data to understand the changes of the agricultural extension service accurately and to find preemptive countermeasures to make better agriculture, farmers, and rural areas.
