국문 초록

본 연구는 북아일랜드 종파공동체 간 갈등이 폭력적 사태로 치솟았던 분쟁기에 형성된 전쟁(폭력) 부재 지향의 평화교육이 평화협정 이후 어떻게 변화되었는지에 주목하면서, 종파공동체 간 우호적 관계 수립을 평화교육의 목표로 설정하면서 추진된 CR 평화와 화해 프로그램 전달과정을 비판적으로 분석함으로써 분단사회 갈등하는 주체 간의 평화적 관계설정에 대한 비전을 제시하고자 한다. 북아일랜드 평화와 화해를 이루기 위한 교육관련 프로그램으로 CRED, PEACE Ⅳ, T:BUC, Fresh Start, Shared Education 등이 아동청소년을 대상으로 진행되었고 긍정적인 성과지표를 보였다. 그럼에도 평화교육 전달과정에서 동시다발적 재정지원 및 관련 사업의 중복성, 프로그램 목표의 추상성 및 프로그램 초점대상의 혼선 등으로 인해 실행주체들의 열의와 프로그램의 지속가능성을 보장하는 것이 쉽지 않다는 비판이다. 따라서 북아일랜드 CR평화·화해교육이 분쟁기에 형성되었던 소극적 평화에서 갈등 후 사회에서의 적극적 평화로 순연되도록 분단사회 평화교육의 특수성과 보편성이 결합되는 상호인정에 기반한 포용모델로 지속되어야 할 것이다.

영문 초록

This paper put an emphasis on the critical review of community relations programs so called education for peace and reconciliation in Northern Ireland, moving now from the negative peace(absence of violence during the troubles) to the positive peace after the Belfast Agreement. As a common vision of shared society through making community relations historically fixed in antagonism better ones, many CR programs have been incubated by EU, UK government and Irish government and USA fund named such as CRED, PEACE Ⅳ, T:BUC, Fresh Start and Shared Education. These programs focusing on children and young people have resulted in positive outcome indicators. Based on the qualitative research on the peace advocators involved in CR programs, it is criticized that the delivery processes of implementing peace education in two communities are duplicated of fund allocation on the similar CR things, abstract goal of CR locality in a mess confusion of target group, resulting in a lack of sustainability of peace education due to the inconsistency of CR policy in the local as well as regional and global level. It is concluded that CR peace policy in the divided NI society needs to be an inclusive model with all parties involved on the common ground of mutual recognition beyond NI particularistic approach toward the universality in the all forms of division and the transition from negative peace to the positive peace.
