주간재활시설의 정신장애인 독립주거지원 초기 과정에 관한 질적 연구 : 관악 한울지역정신건강센터 “지역사회 적소(Niche) 만들기” 사례를 중심으로

국문 초록

본 연구의 목적은 A 주간재활시설의 ‘B사업’(지역사회적응지원사업)의 독립주거 지원 초기 과정의 내용과 특징을 분석하는 데 있다. 연구는 일반적 질적연구방법으로 진행하였으며, 연구자료는 사업참여자 2명, 사업 담당 사회복지사 3명과 유관기관 사회복지사 2명을 대상으로 한 심층인터뷰와 사업 담당자들의 기록자료가 활용되었다. 분석 결과, ‘B사업’의 가장 핵심적인 특징은 개별 참여자가 가지고 있는 다양한 ‘변수’를 지원과정의 ‘상수’로 받아들인다는 점이었다. 기존 주거지원 사업에서 변수로 파악되었던 개인의 개별적인 상황과 선호는 ‘B사업’에서 사업을 진행하면서 담당자가 반드시 파악해야 하는 영역이었다. ‘B사업’의 초기지원 과정에서 “참여자마다 다른 상황과 선호를 갖는 것”이 구체화 되는 과정은 크게 두 가지 였다. 첫째, 참여자의 삶 속에 증상이나 입원 등으로 인해 사회적으로 멈춰진 시간이 존재하기 때문에 독립주거 준비의 단계로 진입하기 위해서는 그 이전 단계, 즉 ‘독립주거 준비’를 위한 준비의 단계가 필요하다. 두 번째는 참여자가 집을 구하는 전반의 과정을 “자신의” 문제로 인식하는 것이 필요했다. 담당자들은 정보들이 더욱 참여자들의 편에서 쉽게 이해되도록 용어/내용을 풀이하여 전달하였고, 사회복지사는 참여자 선택을 기반으로 실행 가능한 대안을 제시하였다. 마지막으로 ‘B 사업’에 의뢰되고 초기면담이 이루어진 이후에 본 사업 참여로 이루어지지 않은 사례들을 통해 이 사업에 적극적으로 참여로 이어지지 못하게 하는 요소들을 분석하였다. 분석 결과를 토대로 정신장애인의 독립거주 지원 과정의 체계화를 위한 실천적 함의를 제시하였다.

영문 초록

The purpose of this study is to analyze the contents and characteristics of the initial process of supporting independent housing of the 『B project』 of the A daytime rehabilitation facility. The research was conducted as a generic qualitative research method, and the research data were used for in-depth interviews. According to the analysis, the most important feature of 『B project』 was that it accepted the various variables held by individual participants as constants of the support process. Individual situations and preferences of individuals identified as variables in existing housing support projects were areas that the person in charge must identify while carrying out the project. There were two main processes in which each participant has a different situation and preference was embodied in the initial support process of 『B project』. First, because there is a time in the participants lives that has been socially stopped due to symptoms or hospitalization, it is necessary to enter the stage of preparation for independent housing, namely, preparation for ‘independent housing . Second, it was necessary for participants to recognize the overall process of finding a home as a “self” problem. The staff interpreted the terms/content so that the information was more easily understood on the part of the participants, and the social worker presented a viable alternative based on the participant selection. Finally, the factors that prevent active participation in the project were analyzed through the cases in which participation in the project was not made after the initial interview with the 『B project』. Based on the contents, the practical implications for the systematic support process for the mentally disabled were presented.
