보훈복지대상자의 보훈급여금과 기초연금의 형평성 연구

국문 초록

본 연구에서는 보훈복지대상자에 대한 적극적인 보상과 기초연금 소득공제 제도의 재고에 의한 합리적인 보훈급여금 지급 방안을 모색하고자 하였다. 이를 위하여 보훈급여금과 기초연금제도 운용상의 한계와 과제를 분석하였다. 연구 결과, 국가유공자의 공헌에 따라 합당한 예우를 지원하기 위한 보훈급여금의 상향에 따른 기초연금의 감액지급은 합리적인 보훈급여금과 기초연금 지급을 위한 사회적인 쟁점이 되어 왔다. 기초연금제도의 운용은 소득인정액 기준에 따라 선정기준에 부족한 부분에 대한 보충성의 원리에 입각하여 지원됨으로써 보훈복지대상자들의 경우 보상금이나 수당이 소득에 포함되는 경우 수혜를 받지 못하는 문제가 도출된다. 따라서 기초연금 소득공제 제도의 형평성 검토로 독립유공자, 국가유공자 등의 공헌에 대한 예우 체계의 정비가 필요하다. 이에 고령의 독립유공자 및 국가유공자 등의 희생과 공헌을 반영한 보상과 형평적 지원을 위한 제도화 과정을 평가하고 보훈복지대상자의 삶의 질 개선을 위한 법령 정비 방안으로 특례 및 단서 조항 신설에 의한 합리적인 보훈급여금과 기초연금 운용의 방향성을 제언하였다.

영문 초록

This study attempted to search for reasonable veteran allowance payment methods through active compensation for veteran welfare recipients and reviews of basic pension deduction systems. For this, the analysis was conducted on the limitations and tasks of welfare allowances and basic pension system management. Research results showed that the curtailed supply of basic pensions following upgraded veteran allowances for the provision of reasonable support according to the contributions of men of national merit has become social issues with regard to reasonable veteran allowances and basic pension payments. Management of the basic pension system is supported according to income recognition amount standards and complementation principles on insufficient portions of selection standards, so problems arise in which veteran welfare recipients cannot receive benefits when welfare allowances are included in their incomes. Therefore, courtesy system maintenance is needed with regard to the contributions of men of national merit with the reinforcement of equity in basic pension deductions. At this, reviews were made of institutionalization processes for the recovery of compensation principles and equity that reflect the contributions of men of national merit in old age along with obstructive factors. Then, the proposals were made for directionality in the establishment of special regulations and reasonable veteran allowance and basic pension management for the enhanced quality of life of veteran recipients.
