일본의 조건부 채용 형태의 연수과정으로서 수습교사제 운영 동향 분석

국문 초록

최근, 4차 산업혁명 등을 맞이하여 학생 발달 특성에 대응되는 교원의 역할 및 전문 역량이 변화의 중요성이 강조되고 있다. 한국은 초임교사들은 교원양성기관의 교육과정, 교육실습 및 임용시험 등을 통해 학교 적응력을 키우고 있다. 초임 교사의 학교현장 적응력의 문제는 비단 한국에 국한된 것은 아니며 일본에서도 조건부 채용 형태의 수습교사제를 도입하고 1년 동안 연수제도로 운영해 왔다. 여기서는 일본 조건부 채용 형태의 연수제도로서 초임교사 교직 적응력 강화를 위한 법적 근거와 운영 실태 등을 살펴보았으며, 한국 수습교사제에 주는 시사점을 도출하는데 주된 연구의 목적이 있다. 주요 시사점으로는 초임교사의 전문성 개발 시스템이 교직입직단계 초기부터 작동되도록 지원, 학교조직문화 특성을 고려한 협의과정의 산물, 조건부 채용형태의 수습교사제 법적 근거 명료화, 교직 적응력 및 적격성에 관한 문제 제기를 초임교사의 조건부 채용 연수형태로 해결, 조건부 채용형태의 법적 분쟁 발생으로 평가의 공정성 정립, 조건부 채용형태에 관한 이해 당사자의 상호 협의 전제 등이 제안되었다.

영문 초록

Recently, the fourth industrial revolution, the importance of change in the role and professional competence of teachers in response to the characteristics of student development has been emphasized. In Korea, first-time teachers are developing their ability to adapt to schools through the curriculum, training, and recruitment exams of teachers training institutions. The problem of first-time teachers ability to adapt to school sites is not limited to Korea, but Japan has also introduced a conditional recruitment system and operated it as a training system for one year. As a training system in the form of conditional recruitment in Japan, we looked at legal grounds and operation conditions for strengthening the adaptability of first-time teachers and the main purpose of our research is to draw implications for the probationary teacher system in Korea. Major implications include supporting the professional development system of first-time teachers to operate from the beginning of the teaching profession stage, clarifying the legal basis for the probationary teacher system considering the characteristics of the school organization culture, resolving the issue of teacher adaptability and eligibility as a first-time teacher, establishing fairness in evaluation by the occurrence of legal disputes in the form of conditional employment, and conditional consultation with interested parties on the types of employment.
