유아교육재정 확보제도의 변천과정과 초‧중등교육비에 대한 영향 분석

국문 초록

본 연구는 유아교육재정 확보제도의 변천과정에서 나타나는 중앙정부와 지방정부간의 정치적 갈등을 고찰하고, 이러한 제도의 변화가 초‧중등교육비에 미치는 영향을 실증적으로 분석하였다. 먼저 2012년 도입된 누리과정 재원 확보방안, 2017년부터 적용된 「유아교육지원특별회계법」을 둘러싼 유아교육재정 확보제도의 변화를 고찰하였다. 그리고 지방교육재정특별회계의 총액 내에서 유아교육비와 초중등교육비가 상충관계에 있음을 주목하여, 2011년부터 2018년까지 8개년도의 시도교육청 재정 데이터와 유초중고등학교의 기본현황을 토대로 초･중등 가중학생당 교육비를 종속변수로 한 회귀분석을 실시하였다. 분석 결과, 유아교육재정 확보제도의 변화는 초‧중등 가중학생당 교수학습활동지원비에 유의미한 영향을 주는 것으로 나타났다. 2011년에 비하여 누리과정 시행 초기인 2012년에는 증가한 반면, 누리과정이 확대 시행된 2013년~2016년에는 유의미하게 감소하였다. 그리고 「유아교육지원특별회계법」이 도입된 2017년 이후에는 2011년 대비 유의미하게 증가하지 않았다. 분석 결과를 토대로 유아교육재정 확보 방식의 변화로 인해 초‧중등학생의 교수학습활동지원비가 감소되지 않도록, 현재 한시적으로 운영되고 있는 ‘유아교육지원특별회계’의 안정화 방안과 중‧장기적인 유아교육재정 소요 규모 추정 및 확보방안의 수립을 제안하였다.

영문 초록

This study analyzes the political conflict between the central government and local governments in the process of changing the early childhood education financial system and its impact on elementary and secondary education expenses. Financial data from the metropolitan and provincial offices of education from 2011 to 2018 were used, and a regression analysis was performed using dependent variables as educational expenses per elementary and secondary student. As a result of the analysis, it was found that the change in the funding system for early childhood education has a significant effect on the teaching and learning activity support cost (TLASC) per elementary and secondary school student. Compared to 2011, TLASC increased in 2012 when the NURI curriculum began, but declined significantly in 2013-2016 when the NURI curriculum has been fully expanded. However, the TLASC did not increase significantly compared to 2011 in 2017 when the Special Accounting Act for Early Childhood Education Support was introduced. Based on the results of the analysis, it was proposed to stabilize the Special Accounting for Early Childhood Education Support so that the TLASC of elementary and secondary schools is not reduced.
