국문 초록

본 연구의 목적은 학생부종합전형(이하 학종)의 정책과정에서 나타난 중앙정부의 교육 거버넌스와 공공리더십을 분석하는 것이다. 이에, 지난 13년간 사회적 논란의 중심이었던 학종 정책을 추진한 이명박 정부와 박근혜 정부의 정책과정을 탐색하여, 그 과정에서 드러난 중앙정부의 교육 거버넌스 및 공공리더십의 특징과 양상을 정책 비전, 참여적 의사결정, 정부의 문제해결력 측면에서 분석하였다. 분석결과, 학생부 중심 대입전형을 추진한 두 정부의 정책 방향은 일면 유사해 보이나, 두 정부가 강조한 정책 비전에는 분명한 차이가 있었고, 따라서 정책실행의 방식과 주요 참여 주체에도 차이가 존재했다. 그러나 두 정부 모두 교육 현장의 주체인 교육수요자와의 정책 비전 공유가 충분하지 못하였기에 학종에 대한 사회적 불신을 양산해냈다. 아울러, 두 정부가 주로 보인 하향식 정책추진의 모습은 교육 거버넌스를 구성하는 다양한 참여자들이 변화와 책임의 주체가 되는 민주적 변혁의 정책 동력이 창출되지 못한 원인이 되었다. 이러한 분석결과에 기초하여 본 연구는 현 정부가 학종의 공정성에 대한 사회 비판과 우려의 문제를 해결하려면 무엇보다도 제도적 차원의 도구적 논의를 넘어선 교육의 목적과 본질, 교육적 타당성에 대한 사회적 합의, 이를 바탕으로 한 협력적 교육 거버넌스를 이끌 공공리더십이 절실히 요구됨을 제언하였다.

영문 초록

The purpose of this study aimed to analyze the central governments’ educational governance and public leadership in the policy process of the Admission Officer(AO) system. The study defined social controversies of the AO system as related to issues of educational governance and public leadership of the central governments. Therefore, the study examined the policy process of the Lee Myung-bak and Park Geun-hye governments which implemented the AO system, and revealed the characteristics of their educational governance and public leadership in terms of the policy vision, participatory decision-making and problem-solving capability. As a result, there was a difference in the policy vision emphasized by the two governments, and thus there was a difference in the ways that they implemented the policy and invited the main participants. However, both governments created distrust for the AO system because they did not have enough policy vision sharing with education consumers. In addition, the top-down policy implementation process for both governments failed to lead democratic transformation in the policy process. In order to solve the problems of the AO system, the present government needs to exert a public leadership to reach a social consensus on the purpose of education beyond institutional-level attempts and to build cooperative educational governance.
