국문 초록

2000년 「장애인고용촉진 및 직업재활법」 개정으로 장애인을 위한 직업재활서비스가 체계적으로 제공되고 이와 관련하여 중증장애를 가진 사람들에게 접근하기 쉬운 직업재활사업(중증장애인직업재활사업)이 시작되면서 중증장애를 가진 사람들에게 직업재활서비스가 제공되고 이들이 일을 통한 자립이나 사회참여가 활발하게 전개되기 시작하였다. 따라서 실제 이와 같은 성과가 전문가나 정책결정자들의 직관이 아니라 증거가 되기 위해서는 성과평가가 이루어져야 하고, 이 평가는 효율성, 효과성, 질적인 측면에서 성과를 측정할 필요가 있어 이 연구는 이를 입증하기 위한 연구이다. 연구의 방법은 문헌 및 실적분석과 비용/편익분석, FGI 등이며 연구결과를 토대로 발전방안을 제시하면, 중증장애인의 직업재활사업 이념은 노동기본권이라는 측면에서의 방향성 재정립, 중증직업재활사업의 연계체계 구축, 한국장애인개발원의 보건복지부 직업재활사업 컨트롤타워 역할 수행, 중증장애인을 위한 직업재활서비스 개발과 보급 기능 강화, 중증장애인직업재활사업의 개선, 중증장애인직업재활 정책과 전달체계 등을 개선할 필요가 있다.

영문 초록

With the revision of the Employment of Persons with Disabilities Promotion and Vocational Rehabilitation Act in 2000, vocational rehabilitation services for the disabled were systematically provided, and the related vocational rehabilitation projects(vocational rehabilitation support project for the people with significant disabilities) were launched, providing vocational rehabilitation services to people with significant disabilities, and actively developing self-reliance or social participation through their work. Therefore, in order for such performance to be evidence rather than intuition of experts or policy makers, performance evaluations need to be made, and this assessment needs to be measured in terms of efficiency, effectiveness and quality, and this study is intended to demonstrate this. As a result, if the development plan is presented based on the performance analysis, it is necessary to redefine the direction of the vocational rehabilitation project for the people with significant disabilities in terms of basic labor rights, establish a linkage system for the vocational rehabilitation project, act as the control tower for the Ministry of Health and Welfare of the Korea Disabled People s Development Institute, strengthen the development and distribution of vocational rehabilitation services for the people with significant disabilities, improve the vocational rehabilitation support projects for the people with significant disabilities, and delivery systems for the people with significant disabilities.
