교육과정 분석을 통한 학교 인구교육의 미래 방향 탐색

국문 초록

이 연구는 우리나라의 초등학교 및 중등학교에서 전개되고 있는 학교 인구교육을 전반적으로 검토하기 위해 국가수준의총론 및 각론 수준의 교육과정 문서에 대한 내용분석을 실시하였고, 그 결과에 터하여 학교 인구교육의 미래 방향을 도출하는데연구의 목적을 두었다. 그 결과, 2007 개정 교육과정과 2009 개정 교육과정에는 총론 교육과정의 ‘범교과학습주제’로 저출산·고령사회 대응의인구교육 내용이 반영되어 있었으나, 현행의 2015 개정 교육과정에는 반영되어 있지 않았다. 각론 교육과정 분석의 결과(제7차교육과정에서 제안한 ‘국민공통기본교육과정’에 해당하는 10개의 공통 교과 교육과정 문서 분석함), 중등의 기술·가정교과의가정과 교육과정, 그리고 초등 및 중등의 사회과 교육과정에서만 교과의 성격이나 목표, 또는 내용요소나 성취기준에 저출산·고령사회 대응의 인구교육 내용이 반영되어 있었다. 교육과정 분석 결과를 바탕으로 다음의 5가지 학교 인구교육의 방향을 도출하였다. 첫째, 학교 인구교육의 목적은 출산에개입하는 것이 아님을 분명하게 확인하며, ‘저출생·초고령사회 대응’의 양성평등한 용어를 적용한다. 둘째, 인구교육을 교과의목표와 내용요소, 그리고 성취기준으로 직접 다루는 교과에 인구교육의 주도교과로서 사명을 부여한다. 셋째, 융합학문적 특성의인구교육을 융합교육의 적극적 소재로 활용한다. 넷째, 선택중심의 교육과정이 적용되는 고등학교에서는 인구교육의 주요 내용을 다루는 주도교과의 선택을 정책적으로 지원해준다. 다섯째, 교원의 인구 인식을 향상시키기 위한 교사교육을 강화한다. 민주시민의 역량은 사회의 기본적 집단인 가족의 사회화를 통해 출발한다는 점을 고려하면, 삶을 기반으로 하는 가정과교육에서 인구교육을 주도하여 삶, 즉 생활과 연계된 실천적 인구교육으로 학교 사회에 인구교육이 확대되는 데 기여할 수 있을 것이다. 이처럼 학교 인구교육의 주도교과로서의 사명을 가정과교육에 맡겨서 이를 잘 수행해 내도록 하기 위해서는, 우리나라의 전체교육과정에서 가정과교육의 이수를 강화시키는 교육정책이 뒷받침되어야 할 것이다.

영문 초록

This study analyzed the content of national-level curriculum documents for the purpose of reviewing the overall status ofpopulation education in elementary and secondary schools in South Korea. Based on the results of the analysis, directions forthe future of population education at school were proposed. Both the 2007-Revised Curriculum and the 2009-Revised Curriculum contain the contents of population education as a‘Cross-curricular learning topic’ in the general curriculum influenced by the low birth rate and ageing society, yet not in thecurrent 2015-Revised Curriculum. Furthermore, when the curriculum documents for the ten common subjects corresponding tothe ‘National Common Basic Curriculum’ proposed by the 7th Curriculum were examined, only ‘Home Economics’ curriculumat the secondary school level and ‘Social Studies’ curriculum at the elementary and the secondary school levels adequately reflectedthe subject goals, characteristics, contents and achievement standards that correspond to those of population education. Based on the results of the curriculum analysis, the following five directions for population education at school are drawn. First,the purpose of population education at school should be stated using gender-neutral terms of ‘response to low-birth and aging society’and it has to be emphasized that it is not to intervene in natural childbirth. Second, the subject which deals directly with the goals,content elements, and achievement standards of population education should be designated as the leading subject for population education. Third, with its inter-disciplinary nature, population education should be able to provide quality contents for convergence education. Fourth, the government should provide policy support to the leading subjects for population education so that more high schoolsmay select the subjects as elective courses. Fifth, teacher education should be improved to enhance teachers’ perceptions on population. This study asserts that ‘Home economics,’ which deals with human daily lives, is an optimal subject that can reflect populationeducation in connection with real life. To this end, policy support should be provided for ‘Home economics’ so that it mayfulfill the mission as a leading subject of population education.
