‘조국 사태’ 이후 문재인 정부 대입제도 개편 과정을 다룬 신문 사설의 프레임 분석 연구

국문 초록

이 연구의 목적은 이른바 ‘조국 사태’로 인해 2019년 9월부터 11월까지 문재인 정부가 추진한 대학입시제도 공정성 강화 정책 결정 과정을 다룬 신문 사설을 분석하여, 언론이 교육 의제를 보도하는 프레임을 탐색하는 것이다. 문재인 대통령이 대입제도 재검토를 요청한 2019년 9월 1일부터 교육부가 대입제도 공정성 강화 방안을 발표한 2019년 11월 28일까지 조선일보, 동아일보, 경향신문, 한겨레가 보도한 대입제도 관련 사설 전체를 분석하였다. Martin & White(2005)의 평가어 체계를 분석틀로 활용하였다. 분석 결과, 조선일보는 개인에 대한 비판을 경유하는 프레임을, 동아일보는 대학 자율을 강조하는 프레임을, 경향신문은 교육 철학의 실현을 중시하는 프레임을, 한겨레는 거시적 사회 문제와 대입제도를 연결하고 대입제도의 예상되는 한계점을 지적하는 프레임을 주로 활용하였다. 조선일보와 동아일보는 경향신문과 한겨레에 비해 주체의 행위에 더 초점을 두고 있었다. 네 신문사 모두 이견을 허용하지 않는 방식의 말하기 자세를 채택하였다. 각 신문사의 사설 프레임은 2018년 대입제도 개편 공론화 과정을 보도했던 프레임과 대동소이했다. 이 연구는 한국의 주요 신문들이 교육 의제를 보도하는 프레임에 일정한 패턴이 존재할 수 있다는 점을 밝히며 언론과 교육의 관계에 대한 이해를 심화했다는 의의가 있다.

영문 초록

The purpose of this study is to figure out how the newspapers report the educational agenda by analyzing the newspaper editorials on college admission re-reform after the ‘Cho Guk scandal.’ We analyzed the editorials on college admission re-reform to enhance fairness published in Chosun Ilbo, Dong-A Ilbo, Kyunghyang Shinmun, and Hankyoreh from 1 September 2019 to 28 November 2019 after the ‘Cho Guk scandal.’ We used the appraisal system suggested by Martin & White (2005) as an analysis framework. We found that Chosun Ilbo upbraided Cho Guk himself to criticize the current administration. Dong-A Ilbo emphasized the agency of university, and Kyunghyang Shinmun expressed the opinion based on the ideal goal of education. Hankyoreh connected the educational agenda to macro-social structure and pointed out the potential limitation of the educational policy. We found that Chosun Ilbo and Dong-A Ilbo judged agents more than the other two newspapers. All four newspapers blocked different opinions by contracting the dialogical space. The news editorial’s frame of college admission reform after the ‘Cho Guk scandal’ is similar to that of college admission reform through the public debate in 2018. This study contributed to the understanding of how the newspaper set the education agenda by using the specific frames.
