국문 초록

선거에 나서는 정당 및 정치인들의 책임 있는 선거 공약 제시와 이행을 감시하는 매니페스토 운동이 최근 다양한 단체들을 중심으로 활발하게 이루어지고 있다. 이에 본 논문은 정당 및 정치인들이 선거를 맞아 내놓는 교육공약들을 쉽게 평가·검증하여 현명한 선택을 할 수 있도록 기존 매니페스토 평가지표들을 종합적으로 고찰하고 이를 바탕으로 교육공약 검증에 적합한 대안적 평가지표를 개발하는 것을 목적으로 한다. 본 연구의 목적을 달성하기 위해 먼저 매니페스토 개념과 특성, 그리고 국내외 매니페스토 운동의 전개과정을 살펴보고, 다음으로 다양한 단체들에 의해 개발된 기존 평가지표들을 검토하고, 기존 지표들의 특성과 한계, 그리고 개선방향을 탐색한다. 이러한 선행연구 및 기존 매니페스토 평가지표들에 대한 고찰을 바탕으로 교육공약 평가에 적합한 대안적 평가지표인 ‘교육 매니페스토 평가지표(E-V-A-D-A-E-S)’를 개발·제안한다. 새로 개발한 대안적 매니페스토 평가지표는 총 6개로 구성되는데, 내용지표 4개와 성과평가지표 2개이다. 6개의 평가지표는 교육적 타당성(Educational Validity), 교육공약 적정성(Educational Adequacy), 공약의 민주성(Democracy), 실현 가능성(Achievable Possibility), 효과성(Effectiveness), 구체성(Specificity)이다.

영문 초록

The Manifesto Movement, which monitors the presentation and implementation of the election pledges, has recently been actively carried out around various organizations. Therefore, this paper aims to comprehensively examine the existing manifesto evaluation indexes and develop alternative evaluation indexes suitable for verifying educational pledges so that voters can easily evaluate and verify educational pledges of political parties and politicians and make wise choices, To achieve the purpose of this study, We first look at the concept and characteristics of manifesto and the development process of domestic and international manifesto movements, then review the existing evaluation indexes developed by various organizations, and explore the characteristics and limitations of existing indicators and the direction of improvement. Based on these prior research and consideration of existing manifesto evaluation indexes, the Educational manifesto Evaluation Index (E-V-A-D-A-E-S), an alternative evaluation index suitable for evaluating educational pledges, is developed and proposed. The newly developed alternative manifesto evaluation index consists of a total of six, four content indicators and two performance evaluation indicators. The six evaluation indicators are Educational Validity, Educational Adequacy, Democracy, Achievable Possibility, Effectiveness, Specificity.
